This procurement is unrestricted, full and open competition.
This procurement will result in the award of one (1) contract utilizing the tradeoff source selection process as described in FAR 15.101-1(c). Technical and price factors will be provided in the solicitation.
DFARS 236.272 prequalification of sources procedures will be utilized.
DFARS 336.204 Disclosure of the magnitude of construction projects: Between $100,000,000 to $250,000,000.
One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
The North American Industry Classification Standard (NAICS) is 237130, Power and Communication Line and Related Structures Construction, and the small business size standard is $45 million.
Large business concerns will be required to submit an acceptable subcontracting plan in accordance with FAR 52.219-9 Small Business Subcontracting Plan.
PROJECT/REQUIREMENT DESCRIPTION:
This procurement is a design-bid-build (DBB) to include electrical, civil, and structural work required to upgrade the Pier D east and west shore power connections at Naval Base-Kitsap, Bremerton, Washington.
The period of performance is approximately 2,000 days after contract award.
A Sources Sought Notice was published to Contract Opportunities on SAM.gov. The intent of the Sources Sought Notice was to seek eligible small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small-disadvantaged business (including 8(a) participants), and women-owned small business concerns interested in performing the requirements of this solicitation. There is not a reasonable expectation that two or more capable small businesses will propose on this requirement. The NAVFAC Northwest Deputy for Small Business approved the DD2579, Small Business Coordination Record, recommending full and open competition. The Small Business Administration (SBA) Procurement Center Representative (PCR) concurred with this recommendation.
