I. Combined Synopsis/Solicitation Statement



This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a separate written solicitation will not be issued.



Solicitation number HT001526QE038 is issued as a Request for Quotation (RFQ) for Dolphin Imaging Software (SW) Support Maintenance.



This acquisition is not a set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.



This contract is not a rated order under the Defense Priorities and Allocations System (DPAS).



II. Line Item (CLIN) Structure



The requirement consists of a Base Period (12 months) and four (4) successive 12-month Option Periods. Quantities are 1 Lot per CLIN representing enterprise site coverage.

III. Description of Requirements



Dolphin Imaging is the designated Program of Record (POR) for Oral and Maxillofacial Surgery (OMFS) and clinical orthodontics across the Army, Air Force, and Navy. This contract provides software support maintenance ensuring authorized clinical users can seamlessly view, retrieve, and manipulate medical images and clinical dental records from workstations across Military Treatment Facilities (MTFs) enterprise-wide.



Patterson Companies, Inc. is the Original Equipment Manufacturer (OEM) and sole authorized distributor capable of providing the proprietary licensing, annual upgrades, and specialized clinical technical support (including 24/7/365 telephone support, live chat via approved B2B connections, and email support). Transitioning to an alternative software product would introduce unbudgeted integration costs, cause severe operational work stoppages, and require substantial unplanned engineering work to integrate into the DHA enterprise architecture. The Defense Health Agency (DHA), Enterprise Medical Services – Contracting Division (EMS-CD), Fort Sam Houston, TX, intends to solicit and award a firm-fixed-price contract on a sole-source basis to Patterson Companies, Inc. (1031 Mendota Heights Rd, Saint Paul, MN 55120-1419) under the authority of:



• 10 U.S.C. 3204(a)(1) as implemented by FAR Part 6.103-1(d) (under Class Deviation 2026-O0017, Revision 1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.



Any response submitted must include the following information:




  1. Socioeconomic Status: Business size, CAGE code, UEI, and socioeconomic representations (e.g., Small Business, SDVOSB, WOSB, HubZone, etc.) relative to NAICS 541511.

  2. OEM Reseller/Distributor Certification: An authorized distributor/reseller letter directly from the manufacturer (Dolphin Imaging and Management Solutions) confirming the explicit authority to sell and register proprietary software renewals and clinical support maintenance to the Defense Health Agency.

  3. Enterprise Clinical Support Evidence: Technical description and past performance evidence demonstrating capability to integrate with the DoD electronic healthcare network environment and support clinical orthodontic/OMFS platforms across the Army, Air Force, and Navy site footprints without clinical downtime or configuration failures.



If no written responses are received by the response deadline, the Government will proceed with an award to Patterson Companies, Inc.
