The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from PRIME CONTRACTORS interested in performing work on a potential Design-Bid-Build Construction for the FY25 Company Operations Facility, Schofield Barracks, Oahu, Hawaii.

Project Description:

This firm-fixed price, design-bid-build (DBB) project to construct a standard design Company Operations Facilities for 4 companies and Troop Aid Station. The project is designed to current NFPA, IBC, NEC codes as well as applicable UFCs and the Army Standard Design for company operations facilities.

Project includes detached administrative module, supply (readiness) module with platoon offices, covered concrete hardstand area, and an option line for a gravel parking lot across the road. Site work includes but is not limited to cut and fill, site improvement, retaining wall, detention basin, landscaping, irrigation, utilities, parking, paving, curbs and gutters. This requirement will include the construction of five (5) new structures, two (2) 1-story Readiness Module buildings for Assembly/Storage occupancy (~10,200sf and ~13,800sf), two (2) 1-story Covered Hardstands for Storage occupancy (~3,500sf and ~4,300sf), and one (1) 2-story Admin Module building (~16,000sf).

Project magnitude is between $100M - $250M

Interested PRIME CONTRACTORS shall submit the following:

1. UEI/CAGE CODE, Expiration date in SAM.GOV.


2. Indicate whether your firm is a large business or small business. If your firm is a small business specify all applicable socio-economic categories per FAR PART 19.


3. Narrative demonstrating experience as a prime contractor on design-bid-build(s) similar in magnitude and complexity to the subject project described above.

Projects submitted must have been completed within the last ten(10) years prior to this announcement. Narrative should include the following information for the project(s) submitted:

• Project name, location, award amount, and description.


• Point of contact (Owner or Construction Manager) who can verify this project experience.


• Performed in a remote location similar to Hawaii.

1. If the design-bid-build experience from paragraph c above was not in a remote location, provide construction experience working at a location comparable in setting to Schofield Barracks, HI.


2. Bonding capability for a single contract action of at least $100M and aggregate of at least $150M by the interested prime contractor.

Interested Small Business Subcontractors should submit the following:

1. Identify interested areas of work and provide a narrative demonstrating the experience that are similar in size, scope, complexity, and/or magnitude of the work performed.


2. The size of the crew(s) available to perform work.


3. Identify applicable socioeconomic category of HUBZone, Women Owned Small Business, Service-Disabled Veteran Owned Small Business, or Small Disadvantaged Business


4. UEI and CAGE CODE, Expiration date in SAM.GOV.

Narratives shall be no longer than three (3) pages.
