agrees that the Code governs this procurement from solicitation through completion of

Code is available for review without charge at the Office of the Procurement Director. If

METHOD OF SOURCE SELECTION
The source selection method applicable to this procurement is Competitive Sealed Bidding /
Invitation for Bid under the Orangeburg County Procurement Code. Award will be made to
the lowest responsive and responsible bidder whose bid meets the requirements and
specifications of this IFB, subject to applicable preferences and County approval
requirements.

SCOPE OF WORK & SERVICE LOCATION
Furnish and Install Above-Ground Steel Deck Vehicle Truck Scale
Orangeburg County Landfill
1. General
Orangeburg County is soliciting sealed bids from qualified contractors to furnish, deliver,
install, calibrate, test, and place into service one new above-ground steel deck vehicle truck
scale at the Orangeburg County Landfill.
The intent of this solicitation is to obtain a complete, fully operational turnkey truck-scale
system, including the scale, weighing components, instrumentation, foundation, concrete
approaches/ramps, accessories, delivery, installation, testing, calibration, certification, and all
other materials and labor necessary for a complete installation, except for items specifically
identified in the solicitation as the responsibility of Orangeburg County.
All equipment shall be new and current production. References to particular characteristics are
intended to establish the minimum functional and performance requirements and are not
intended to restrict competition to a particular manufacturer or model.
2. Minimum Truck Scale Requirements
The proposed truck scale shall meet or exceed the following minimum requirements:
* Type: Above-ground modular steel deck vehicle/truck scale
* Nominal Platform Size: Approximately 70 feet long x 11 feet wide
* Gross Scale Capacity: Minimum 200,000 pounds
* Concentrated Load Capacity: Minimum 80,000 pounds
* Scale Division: 20 pounds or equivalent legal-for-trade increment meeting applicable
requirements
* Heavy-duty steel deck construction suitable for continuous commercial landfill truck traffic
* Modular construction designed to permit installation, service, and maintenance
* Heavy-duty load-cell system designed for truck-scale applications
* Load cells and associated components suitable for outdoor installation and protected
against moisture and environmental exposure
* Appropriate grounding, surge protection, and lightning protection in accordance with
manufacturer requirements
* Side rails/guide rails as appropriate for safe vehicle operation
* Design and installation in accordance with applicable NTEP/NIST Handbook 44
requirements and applicable South Carolina requirements
The bidder shall provide with its bid the proposed scale's:

* Overall dimensions
* Gross capacity
* Concentrated load capacity
* Number of modules/sections
* Deck thickness and construction
* Scale profile/height
* Load-cell type and quantity
* Applicable NTEP Certificate of Conformance information
* Manufacturer's standard warranty
3. Foundation
The contractor shall furnish and construct a complete reinforced concrete foundation suitable
for the proposed truck-scale system and site conditions.
Pier-type, variable-footer, or other manufacturer-approved foundation designs are acceptable
provided the proposed foundation:
* Is designed for the proposed scale and anticipated heavy-truck loading
* Meets applicable building and structural requirements
* Meets applicable NIST/NTEP requirements
* Meets the scale manufacturer's installation requirements
* Provides adequate drainage and protection of the weighing components
The contractor shall provide foundation drawings and specifications for the proposed system
for County review prior to construction.
Foundation work shall include all forming, reinforcing steel, concrete, anchorages, washout
slab or equivalent provisions required by the proposed system, and other components
necessary for a complete installation.
4. Concrete Approaches and Ramps
The contractor shall furnish and construct concrete approaches and/or ramps at both ends of
the scale.
The approaches/ramps shall:
* Be of sufficient length, width, slope, reinforcement, and load-bearing capacity for safe
operation of the scale
* Accommodate the anticipated heavy-truck traffic at the landfill
* Provide proper transition onto and off the above-ground scale
* Meet applicable weighing requirements
* Comply with the scale manufacturer's installation specifications

The bidder shall provide the proposed dimensions, slopes, construction details, and
configuration of the approaches/ramps with its bid.
If additional grading or site preparation is required for the proposed design, the bidder shall
clearly identify such work and its associated cost.
5. Scale Instrumentation and Controller
The contractor shall provide a complete digital weighing indicator/controller compatible with
the proposed scale system.
At a minimum, the system shall include:
* Digital weight display
* Operator controls necessary for normal weighing functions
* Durable enclosure suitable for the operating environment
* Communication capability for connection to applicable peripheral equipment
* Necessary cables, connectors, junction boxes, and related components
* Appropriate surge/lightning protection
The bidder shall identify available communication interfaces and any software required for
normal scale operation.
6. Remote Display / Scoreboard
Provide and install an outdoor remote weight display/scoreboard visible to vehicle operators.
The display shall:
* Provide clearly visible weight information
* Be suitable for outdoor/weather-exposed installation
* Include mounting hardware and support structure/pole as required
* Include necessary communication cabling and connections
* Include stop/go indicators, traffic-light functionality, or equivalent vehicle-control
capability, if included in the proposed system
The contractor shall include installation and grounding of the remote display in the base bid.
7. Delivery and Installation
The contractor shall provide all transportation, freight, unloading, equipment, cranes, labor,
supervision, tools, and materials required to deliver and install the complete truck-scale
system.

Installation shall include, as applicable:
* Delivery and unloading of scale components
* Crane services
* Placement and alignment of scale modules
* Anchoring of scale components
* Installation of load cells and load-cell stands
* Wiring and connections
* Installation of flex conduit associated with scale components
* Installation of indicator/controller
* Installation of remote display/scoreboard
* Grounding and lightning/surge protection
* Final adjustments
* Startup and operational testing
All freight, shipping, delivery, unloading, crane, travel, and related charges shall be
included in the total bid price and shall not be added after award.
8. Calibration, Testing and Certification
Following installation, the contractor shall perform complete testing, calibration, and
certification of the truck-scale system.
Calibration and certification shall:
* Be performed by qualified personnel
* Utilize certified test weights and/or certified test equipment appropriate for a commercial
truck scale
* Comply with applicable South Carolina Department of Agriculture requirements
* Comply with applicable NIST Handbook 44 requirements
* Comply with applicable NTEP requirements
* Demonstrate that the complete scale system is operating accurately and as intended
The contractor shall furnish all labor, travel, test weights, test trucks/carts, equipment, and
other resources required for initial calibration and certification.
The County shall receive documentation of successful calibration/certification before final
acceptance.
9. Contractor Responsibilities
Unless specifically identified as a County responsibility, the contractor shall furnish all labor,
materials, equipment, supervision, transportation, tools, permits applicable to its work, and
incidental items necessary to provide a complete and operational truck-scale system.

The bidder shall clearly identify in its bid every item excluded from its price or proposed to be
furnished or performed by Orangeburg County.
Any component, material, service, or work reasonably necessary to provide the complete
operational system that is not specifically identified in the bid as a County responsibility shall
be considered included in the bidder's total price.
10. County Responsibilities
The County will provide access to the project site and coordinate site availability with the
successful contractor.
The bidder shall identify any required County-provided utilities or site conditions, including,
but not limited to:
* Electrical power requirements
* Electrical service requirements
* Conduit requirements outside the contractor's proposed work
* Communications/network connections
* Site grading requirements
* Drainage requirements
* Operator building or enclosure requirements
Bidders shall not assume that Orangeburg County will provide an item or perform work
unless that responsibility is expressly identified in the bid.
11. Warranty
The bidder shall provide complete warranty information for the proposed system, including
warranties applicable to:
* Scale structure/deck
* Load cells
* Instrumentation/controller
* Remote display
* Lightning/surge protection
* Installation/workmanship
* Other major components
The bidder shall identify the warranty period, coverage, exclusions, and procedures for
obtaining warranty service.

12. Bidder Qualifications
Bidders shall:
* Be regularly engaged in furnishing and installing commercial vehicle/truck scales
* Have demonstrated experience with projects of similar size and complexity
* Have qualified personnel available for installation, calibration, repair, and service
* Be authorized or otherwise qualified to install and service the equipment proposed
* Provide references for comparable installations
* Identify the location and availability of service personnel who will support the equipment
after installation
13. Bid Pricing, Construction, Bonding and Contract Requirements
The bidder shall provide a complete lump sum price for furnishing and installing the vehicle
truck scale system described in this IFB. The total price shall include all labor, equipment,
materials, freight, delivery, foundation/concrete work, installation, calibration, testing,
certification, training, and other costs necessary for a complete operational system, except for
exclusions specifically stated below.
CONSTRUCTION, BONDING AND CONTRACT REQUIREMENTS
Retainage
For a resulting construction contract exceeding $100,000, Orangeburg County shall retain ten
percent (10%) from payments in accordance with Article 6 of the Orangeburg County
Procurement Code. Any reduction in retainage shall be handled only as permitted by the Code.
Payment Bond
The successful bidder shall furnish a payment bond in an amount equal to one hundred percent
(100%) of the contract price, in accordance with Article 6 of the Orangeburg County
Procurement Code.
Performance Bond
A performance bond is not required solely by the stated estimated value of this project unless
Orangeburg County expressly requires one by addendum or elsewhere in this IFB. If required,
the amount and form will be stated by the County.
Bid Security
Bid security is not required unless expressly stated by Orangeburg County in this IFB or by
addendum. If required, the amount and acceptable form shall be stated by the County.
Licensing
The successful bidder and all subcontractors shall possess all South Carolina licenses and
classifications legally required for the work before award and throughout performance.

Insurance
The successful bidder shall maintain all insurance required by Orangeburg County for the
work, including workers' compensation and other applicable coverage, and shall provide
certificates of insurance as required before commencing work.
Subcontractors
Bidder shall identify subcontractors and the portions of work they will perform when required
by the County or the Procurement Code. The prime contractor remains responsible for the
complete performance of the contract.
Permits and Code Compliance
The contractor shall obtain and comply with all permits, inspections, codes, safety
requirements, and regulatory requirements applicable to its work unless the IFB expressly
assigns a specific permit to the County.
Contract Authorization
Any award and resulting contract are subject to all approvals required by the Orangeburg
County Procurement Code, including County Council authorization when applicable. No
notice of intent to award, recommendation, or bid tabulation shall itself constitute a binding
contract.
