Summary
It is the intent of these specifications to provide to prospective bidders, the requirements to provide Design and Consulting Services to prepare specifications for the purchase and installation of a security technology upgrade to the Middlesex County Superior Courthouse located at 56 Paterson Street, New Brunswick, NJ 08901.
Background
Middlesex County Superior Court, located at 56 Paterson Street in New Brunswick, NJ is the primary trial court serving Middlesex County. The Superior Courthouse handles civil, chancery, and criminal cases at this location. There are approximately thirty-four (34) courtrooms with supporting offices as well as a jury room, holding cells, and various Middlesex County Sheriff's offices. There are five (5) floors and a basement.
The basement contains a secure holding cell area in connection with criminal court proceedings. Detainee transportation is supported by a secure underground sally port and tunnel configuration connecting the courthouse basement to the County Administration Building at 75 Bayard St. Transport vehicles enter the secured sally port area for detainee drop off and transfer, after which detainees can be moved through the underground connection to courthouse holding and courtroom areas without using the public entrance
Ultimately, the courthouse presents a complex operational environment as it combines high volume public access, multiple courtroom floors, jury operations, secure detention and detainee movement areas, judicial and staff-only spaces, and more than one street level entrance.
At a minimum, the existing analog video surveillance and Honeywell Pro-Watch access control systems require complete replacement. Additional details can be found in the Detail Specifications
