The City of Lawrence, Kansas invites qualified contractors to submit proposals for the supply, delivery, and professional installation of an emergency shelter at The Pallet Village, 256 Michigan Street. The shelter shall be designed to provide maximum occupant protection during tornadoes and extreme weather events.
The proposed shelter must meet the following requirements:

Structural Integrity and Life-Safety: Compliance with FEMA P-361 and ICC 500 standards.

Tornado Resistance: Engineered to withstand an EF-5 tornado.

Occupant Capacity: Minimum capacity of 55 individuals.

Accessibility: Full ADA compliance, ensuring accessibility for all users.
Proposals should demonstrate the ability to deliver a durable, code-compliant, and fully accessible emergency shelter that meets the highest standards for occupant protection.

The City of Lawrence, Kansas has established a Pallet Shelter Village to strengthen its homeless services infrastructure. The PSV functions as a transitional emergency shelter that offers 50 private cabins in a supportive 'village' setting and delivers comprehensive wrap-around services aimed at helping individuals experiencing homelessness stabilize, access needed resources, and move toward permanent housing.
