I. PURPOSE
The purpose of this Request for Proposal (RFP) is to solicit sealed proposals from qualified sources to
enter into a contract to provide fundraising consulting services for Norfolk State University (NSU),
an agency of the Commonwealth of Virginia. Initial contract shall be for one (l) year with an option
to renew for eight (8) additional one-year periods.
II. BACKGROUND
Norfolk State University (NSU) is a comprehensive urban public university committed to offering
rigorous academic programs, and a supportive culturally diverse learning environment. Founded in
1935, NSU is an HBCU for the Modern World, grounded by its history, focused on the future, and
deeply committed to student success. As one of the most affordable four-year public institutions of
higher education in Virginia, Norfolk State provides opportunity and access to a globally competitive
education, preparing students to compete in the 21st century workforce. Our nationally, and
internationally, recognized faculty utilize a student-centered teaching philosophy that correlates to
student success in unique areas of study such as Cybersecurity, CyberPsychology, Deep Space
Exploration, Entrepreneurship and a nationally acclaimed Theatre/Drama program.
As a public university, Norfolk State has a relatively young history or culture of philanthropy. Most
alumni are first or second generation graduates. In 2000, the University began building a fundraising
infrastructure, and in 2004 launched and completed its first and only comprehensive fundraising
campaign, Initiatives for the Future, raising $15 million. Since 2013, the University restructured the
University Advancement division for greater efficiency and effectiveness; expanded staff and
increased the operating budget; raised $27 million in cash/pledges through December 31, 2019; and
grew the alumni giving rate from 3.9% to 12.8% in 2018. (8-9% is the national average for public
universities.) Currently, the division has a fulltime staff of 16 professionals organized under four
departments: Development/Fundraising, Alumni Relations & Annual Giving, Development Services
& Stewardship, and University Events working collaboratively with the Communications and
Marketing Department and the NSU Foundation. The University utilizes the Raisers Edge NXT Donor
Management System.
In the summer of 2019, Dr. Javaune Adams-Gaston assumed the role of President at Norfolk State,
and is committed to the success of students, strengthening the university infrastructure, and taking the
university to the level of national prominence and excellence. Under Dr. Adams-Gaston’s leadership,
NSU was awarded a 2020 HBCU Visionary Award for stellar leadership of its Cybersecurity
Complex; the Elizabeth River Project recognized NSU for its environmental efforts with the River
Star Business Award; and NSU’s Spartan Legion band was voted 2019 HBCU Sports Band of the
Year.
A strategic theme in the Norfolk State 2019-2025 Strategic Plan: Forging Onward Toward A New
Horizon includes an ambitious capital campaign to increase philanthropic giving to the University.
Launching a second comprehensive fundraising campaign in 2021 is a top priority.
NSU has more than 35,000 living alumni, a majority of whom (67%) reside in Virginia with a large
cohort living in the DC Metro area. Operating on a calendar year for fundraising, Norfolk State raised
$7 million in cash/pledges from 5,100 donors in 2018; and $4.7 million from 4,540 donors in 2019
yielding an alumni giving rate of 11.1%. As of December 31, 2019, the University’s endowment
portfolio was $36 million.

III. SMALL, WOMAN-OWNED AND MINORITY (SWAM) PARTICIPATION
It is the policy of the Commonwealth of Virginia to contribute to the establishment, preservation, and
strengthening of small businesses and businesses owned by women and minorities and to encourage
their participation in State procurement activities. The Commonwealth encourages contractors to
provide for the participation of small businesses, and businesses owned by women and minorities
through partnerships, joint ventures, subcontracts, and other contractual opportunities. Attachment B
contains information on reporting spend data with subcontractors.
IV. STATEMENT OF NEEDS
Norfolk State University (NSU) seeks an experienced and qualified fundraising service provider that
shall assist NSU with the development and implementation of a comprehensive long-range fundraising
campaign, with an anticipated June 1, 2020 start date. The scope of work for this RFP will include the
following three (3) components: Area A Readiness Audit and Feasibility Study, Area B
Campaign Preparation and Support, and Area C The Public Phase. Different contractors may
be selected to perform work for each of the identified components of this RFP.
Top ranked offerors will be scheduled for on-site oral presentations on April 15th or 16th.
Notification to selected offerors will be made with as much advance notice as possible; however,
the oral presentation dates of April 15th and 16th are firm.
Area A: Readiness Audit and Feasibility Study
Campaign Readiness Audit:
The scope of the Campaign Readiness Audit includes assessment of NSU's current fundraising
capabilities and its ability to undertake a successful comprehensive fundraising campaign. The
outcomes from a readiness audit include but are not limited to:
Assessing the internal fundraising infrastructure/capacity and needs of NSU to
include analyzing staffing/personnel resources and functions, and evaluating NSU’s
fundraising program and its ability to conduct a comprehensive campaign.
Interviews conducted with University leadership (President, VPs, Deans/academic
leaders), University Advancement staff, Athletic Director and selected staff, selected
faculty/staff and student leaders, key NSU Foundation staff and board members,
selected Board of Visitors, NSU Alumni Association, NSU Research & Innovation
Foundation, and NSU Athletic Foundation board members and volunteers.
Key volunteers include alumni, major donors, community and philanthropic leaders,
corporate/foundation representatives and others to assess perceptions about NSU
and its readiness to launch a capital campaign.
Review fundraising policies and procedures, and gift acceptance protocols
including utilization of Raisers Edge NXT donor management system and prospect
research system, donation recording and receipting, and deployment of fundraising
technologies.
Evaluation of donor relations and stewardship programs.
Analysis of selected peer institutions to provide comparative information for
fundraising activities, budgets, staffing structure and supporting resources.
