Full Service Water Storage Tank Asset Rehabilitation, Management, and Maintenance Program

THE TOWNSHIP OF PARSIPPANY-TROY HILLS INTENDS TO ISSUE A REQUEST FOR PROPOSALS TO ENTER INTO A PUBLIC/PRIVATE PARTNERSHIP AGREEMENT FOR FULL-SERVICE WATER STORAGE TANK ASSET REHABILITATION, MANAGEMENT, AND MAINTENANCE PROGRAM PURSUANT TO THE NEW JERSEY WATER SUPPLY PUBLIC-PRIVATE CONTRACTING ACT.
The Township of Parsippany-Troy Hills will receive proposals from qualified firms to contract for the below-referenced services:
Full Service Water Storage Tank Asset Rehabilitation, Management and Maintenance Program
The Township of Parsippany-Troy Hills requests proposals from qualified firms to provide Long Term Perpetual Full Service Rehabilitation, Maintenance and Asset Management Program which includes: Engineering Design, Professional Asset Management, GASB 34 compliance as alternate method of asset management, full annual inspection, complete rehabilitation, repairs, interior washouts, visual inspections and repainting (interior and exterior where applicable) of ten water storage tanks in the Township of Parsippany-Troy Hills.

All respondents interested in this Request for Proposals may obtain a copy of the RFP from Township of Parsippany-Troy Hills – Purchasing Department, at 1001 Parsippany Blvd., Parsippany, NJ 07054 or email staylor@parsippany.net for an electronic copy All information outlined in the RFP, along with any other pertinent facts necessary for a proper evaluation of this proposal, should be delivered to Township of Parsippany-Troy Hills – Purchasing Department, at 1001 Parsippany Blvd., Parsippany, NJ 07054 prior to the hour and date above designated.
Proposals shall be submitted in duplicate, sealed, and mailed or delivered to be received no later thanthe above time and date. The Township of Parsippany-Troy Hills reserves the right to waive minor immaterial formalities in any proposal, to reject any or all proposals in accordance with applicable law, and/or to accept the proposal that in its sole judgment will be in the best interest of the Township of Parsippany-Troy Hills price and other factors considered. The Township specifically reserves the right to reject any conditional proposal and will reject those which make it impossible to determine the intent of the proposal. This RFP is seeking to award a contract based upon price and other factors, rather than to the low bid, and therefore the lowest cost proposal may not necessarily be chosen as the best solution for the long-term requirements of the Township.
If awarded a contract, your company/firm shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1.1 et. seq.
