Summary

The Orange County Sheriff's Department (OCSD) is seeking information (“Response”) from vendors who can supply a Full Body Scanner equipped with artificial intelligence (AI) capabilities to detect harmful contraband (not for medical imaging) for OCSD’s Detention Facility.

OCSD is looking to gather information on equipment options available in the marketplace to assist with scanning detainees entering the jail(s). The purpose of the body scanner is to scan detainees and detect weapons, drugs, or other contraband that would impact the health and safety of the detainee, other detainees, and the staff.

Vendors are encouraged to provide detailed information on their AI-enabled body scanners, including capabilities, specifications, and implementation requirements.

Background

The Orange County Sheriff’s Department (OCSD), with approximately 4,000 employees, is one of the largest law enforcement agencies in California and manages one of the largest jail systems in the nation. The Department oversees an average daily inmate population of over 4,000 across multiple correctional facilities throughout Orange County.

The mission of OCSD’s Custody Division is to provide a secure, safe, and professionally managed jail environment that prioritizes the safety and welfare of both staff and inmates. Inmates are housed in facilities across the County, and ensuring their well-being is a critical component of facility operations. Staff are responsible for conducting routine safety checks to monitor inmates for signs of life, distress, or injury, ensuring the timely identification and response to any potential health or safety concerns.
