ITEM AND DESCRIPTION

Shawnee County is soliciting sealed bids for (1) new/unused 2025 Front loader Chassis & New Way

Mammoth style 40 cubic yard extra high density Front loader Packer Bodies with air operated tag

axle, per the following minimum specifications.

GENERAL SPECIFICATIONS

These specifications are guide specifications. Any exceptions to these specifications shall be so noted. The

County reserves the right to waive minor technicalities under this specification. Bids on items that are “an

approved equal” are encouraged unless otherwise noted. The burden of proof regarding "an approved equal"

will be upon the bidder.

It is the intent of these specifications to describe a hydraulically actuated packer body of the front loading

type with the following minimum specifications considered necessary to perform the work assigned. The

body shall be capable of compacting and transporting refuse to a landfill or transfer station and dispensing

the load by means of hydraulic ejection. The body shall not be required to be tilted, lifted or otherwise

displaced from the chassis in order to eject the load.

The Chassis & Packer body shall be current 2025 models, made under standard production by the

manufacturer and which the bidder stocks parts.

All equipment furnished under this contract shall be new and unused, and the same as the manufacturers

current production model. Accessories not specifically mentioned, but necessary to furnish a complete unit

ready for use shall also be included. The equipment furnished shall conform to all ANSI Safety Standards

A245.1-1-1984.

The following specifications are the minimum acceptable specifications. Failure to comply may be used as a

basis for rejection of the bid.

If the equipment offered differs from the provision contained herein, these differences must be explained in

detail.

Bidders must indicate compliance, or state exceptions, or the bid may be subject to rejection.

TRUCK CHASSIS:

WARRANTY: 5 yr bumper to bumper and 5 yr-200,000 mile engine (Cummins PP1) including engine after

treatment and 5 yr transmission. to include all parts, labor, and towing on transmission, rear axles, any

internally lubricated parts of diesel engine and including starter, alternator, fuel pump, fuel injectors,

turbocharger, water pump, all engine electronics including chassis wiring to and from engine and

transmission, modules, relays, solenoid, sensors, chassis wiring, switches, dash gauges, HVAC, etc.

ENGINE: The engine shall be a diesel fueled 2025 compliant Cummins PX9, 380 hp minimum, using SCR

technology for compliance, and have a 7 gallon minimum DEF tank. Must have a Horton fan drive clutch.

Must have a full variable speed governor and remote mounted provision for body builder installation of

P.T.O and remote engine speed-up and plug-ins. Engine & chassis must accept a crankshaft driven front

mount hydraulic pump. Chassis shall be equipped with crankshaft adapter and all provisions for mounting a

front hydraulic pump. Maximum torque output from engine to 4500 RDS Allison transmission shall not

exceed 1450 ft/lbs. Must have battery disconnect switch on the side of the battery box to kill all power.

Battery box shall be cantilever aluminum BOC w/fiberglass cover, mounted on LH side. Shall have jump

start terminals under hood.

MUST HAVE EASILY ACCEPTABLE PRIMARY FUEL FILTER, WITH NO OBSTICALS SUCH AS

HOSES AND HARNESSES, TO ALLOW FOR EASE OF SERVICING.

WEIGHT & WHEEL BASE: The unit shall have a gross vehicle weight rating of not less than 66,000 lbs.

shall have a wheelbase of 182” with 47” tag axle spacing.

STEERING: Turning diameter of chassis is not to exceed 82.5 feet to corner of bumper right or left.

TURNING RADIUS MUST BE STATED IN BID.

AXLES AND SPRINGS: The unit must have 5” drop Meritor wide track front axle, capacity of 20,000 lbs.

and oil bath type seals. The front axle must have capacity of not less than 10,000 lbs. per spring. The unit

must have a tandem single speed rear axle with not less than 46,000 lb. capacity. Tandem shall be Meritor

RT46-160P, with full locking differentials. Gear ratio shall be 5.38. The rear suspension shall be a

Hendrickson HMX-460 with integrated shock absorbers walking beam type requiring no center bushings.

Beams shall be 54”. The rear bolsters must have a capacity of not less than 23,000 lbs. per spring.

TIRES & WHEELS: The unit must have Hub pilot Disc Wheels, 12.25 x 22.5 steel Disc on front and 8.25

x 22.5 steel Disc on rear.

FRONT TIRES: 315/65/R22.5 18 ply load range J Michelin

REAR TIRES: 11R22.5 16-ply load range H. Michelin

TRANSMISSION: The unit must have a push button 6 speed Allison 4500 RDS transmission. Engine speed

cut out through the transmission shall be vocational package group 35 max feature ECU. P.T.O. Engine

RPM cut out to be determined by company that was awarded bid for frontload body. A scan run of the

vehicle power train must be submitted with bid. ECM for transmission shall be mounted in a location with

easy access for unplugging when welding on chassis is needed. The unit must have a 57CV00 low oil level

sensor with readout at shift selector. Gross input torque to transmission shall not exceed 1550 ft. /lb. Without

being approved by Allison. If road speed exceeds 70 mph after a scan run it shall be electronically governed

to no more than 75 mph and no less than 72 mph.

BRAKES: Bendix 17” Air Disc Brakes. Unit shall have 12 V air dryer with spin on cartridge. With an 18.7

CFM. Air compressor.

CAB: The unit must have a huck bolted left hand drive “Galvanized steel including doors for strength and

durability closed cab with a rear window, and safety glass in all openings. of cab over construction with the

opening at 45 degrees or greater and reinforced roof with a front ladder cab protector. Shall have multi-plex

wiring; must include PTO, beacon light and work light switches integrated in to the dash and wired.

Driver & Passenger seat shall be an air suspension high back with lumbar support and vinyl upholstery with

dual armrests. Steering column must have tilt & telescoping capabilities. Audible warning and seat belt

light indicator must be present in dash. Seat belts shall be orange. Shall have two 12V outlets. Shall have

electric LH & RH door locks. Dual mirrors shall be heated & motorized The side door windows shall be

electric with a switch on both passenger and driver’s side to control it. Audible back-up alarm. Cab must be

equipped with cab windshield protector bar and winter white bug screen.

PAINT: (1st) Truck cab & Packer body shall be Dupont Imron Polyurethane Enamel Spectra Master Yellow

(orange) YS018EA.

ACCESSORIES: The units must be equipped with a self-canceling turn signal switch with integral hazard

switch. It must be equipped with a heavy duty dry type air filter, oil filter, 2 speed electric windshield wipers

with intermittent feature, windshield washers, single sunshades for both fronts, and dual tail and stop lights.

All lights shall be L.E.D. type. The units must have outside heated rear view mirrors right and left, to be

West Coast type 7” x 16” head minimum, and be electric power adjustable. Each unit must have heat

indicator gauge, oil pressure indicator gauge low oil pressure engine shut down system. Tachometer, Dual

horns air and electric, engine throttle electronically controlled, 15 minute engine idle shutdown timer unless

unit is in P.T.O. mode, Alternator with a capacity of 130 amps minimum (80 amps at low engine rpm) and

(3) heavy duty 12V batteries with a total minimum 2850 C.C.A. at 0 degrees F, battery disconnect switch.

PTO is mounted behind the bumper to mount hydraulic pump, two (2) D-ring style tow hooks on front, rain

gutters, outside air ventilating, heater with air conditioning, dual auxiliary defrost fans, AM/FM/WB radio,

heavy duty radiator (1300 sq. in), dome light, roof molding, two (2) seat belts to meet GSA or SAE

specifications with metal buckles, grab handles on both sides of cab and a minimum 100 gallon fuel tank,120

volt 1250 watt block heater, hour meter mounted in cab. Cab must have poly fender extensions to eliminate

spray on mirrors. Cab must have steps both left and right to allow easy access to cab. Davco Fuel Water

separator with heat. . Must have air line coupler & hose that reaches farthest axle to air up tires. This must be

able to attach to the main air tank with easy access to the driver.

FRAME: Minimum of heat-treated alloy steel frame rails 10.75” x 3.5” x 0.375 (120,000 PSI yield). Single

frame rail, and must have RBM of 3,500,000 lb. per rail MIN. Shall have two front mounted forged tow

hooks and one rear center mounted forged tow hook or “D” ring, each rated for the weight of the fully loaded

truck.

TECHNICAL INFORMATION

The unit shall be delivered complete with all necessary equipment, fully serviced and adjustments made for

satisfactory operations. The unit shall have an extended factory warranty.

NEW WAY MAMMOUTH STYLE 40 CUBIC YARD FRONT LOADER BODY

TECHNICAL SPECIFICATIONS

type with the following minimum specifications considered necessary to perform the work assigned. The

body shall be capable of compacting and transporting refuse to a landfill or transfer station and dispensing

the load by means of hydraulic ejection. The body shall not be required to be tilted, lifted or otherwise

displaced from the chassis in order to eject the load.

All equipment furnished under this contract shall be new and unused, and the same as the manufacturers

current production model. Accessories not specifically mentioned, but necessary to furnish a complete unit

ready for use shall also be included. The equipment furnished shall conform to all ANSI Safety Standards

A245.1-1-1984.

The unit as specified and all equipment, standard and optional, shall be completely assembled,

adjusted, installed and ready for use on a truck chassis furnished by others. Bidder shall provide a (5)

year warranty on hydraulic cylinders, (5) year warranty for defects in materials and workmanship

parts and labor from date of delivery including wiring and electrical components wired in or

connected to chassis or transmission or engine system shall be covered for five (5) years parts and

labor.

A. Repair and Parts Manuals:

Supplier shall furnish one set of repair, service and parts manuals. A paper copy and thumb drive for

each of the Truck chassis and packer body. This will include the, engine, SCR system, electrical,

drivetrain, transmission, brakes, lights & hydraulic system of the packer body.

B. Technical Services:

Supplier shall provide our technicians with access to a thoroughly trained contact in the use, operation

and preventive maintenance, and repair for the duration of our ownership of the unit.

C. Training:

Supplier shall provide 8 hours of repair, maintenance, and operational training supplied by an

appropriately trained instructor. This instructor must be employed by the manufacturer, not the supplier.

All training must take place at the customer’s location at their convenience.

D. Warranty:

1. CHASSIS WARRANTY---Min 5 year complete cab & chassis

2. TRANSMISSION WARRANTY---Allison 5 year warranty

3. ENGINE EXTENDED WARRANTY---5 yrs/150,000 miles to include turbo and injectors and

after treatment

4. EXHAUST AFTERTREATMENT EXTENDED WARRANTY - 5 yr from Cummins

5. POST SALE SUPPORT --- Bidder must include lifetime 24 hour technical support of their chassis

available online or by phone.

6. FRONT LOADER UNIT-- shall include a 5-year complete body and hydraulic component

warranty as standard. This warranty will cover parts and labor and not to include wear items.

The following specifications are the minimum acceptable specifications. Failure to comply may be

E. BODY CAPACITY:

The body shall have a minimum capacity of 40 cubic yards, exclusive of the packer head in the full

forward position.

F. BODY DIMENSIONS:

a. Maximum overall width not to exceed 102”.

b. Maximum overall length 406”

c. Maximum overall height above the chassis frame not to exceed 114” (with tailgate in

locked position).

d. Body will require a 160 – 180” CT free & clear of ANY obstructions (210” wheelbase)

e. Body weight (exclusive of options) shall not exceed 18,450 pounds.

G. BODY CONSTRUCTION:

a. The body sides shall be constructed of 3/16” AR235 steel, formed to a radius for added

strength. Side panels should be one sheet. Multiple panels are not acceptable.

b. The body roof shall be constructed of 3/16” high tensile sheet steel.

c. A single 2” x 2” structural tube shall reinforce the roof at the center line, connecting the front

and rear bracing.

d. A 3” x 2” x 3 1/6” structural tube shall reinforce the body at the front and rear. The tube shall

be formed to the radius of the body. Comparable formed frame acceptable.

e. The body floor shall be flat and made of ¼” AR450.

f. The floor longitudinal shall be 3” x 6” x ¼” structural tube.

g. The floor cross members shall be 4”minimum. #4 C channel on 16” centers. . Comparable

formed frame acceptable.

h. Body to be adequately braced at all points to withstand repeated dumping of maximum loaded

containers and packing forces without distortion of members.

i. All interior and exterior welds shall be continuous for strength and neatness of appearance.

The body and floor will be watertight 12” above the floor level.
