Free or Reduced Fee Independent Living Support Services, RFQ 670849

The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County) to obtain firm fixed price proposals from qualified entities for the delivery of Free or Reduced Fee Independent Living Support Services to Loudoun County residents during the contract period.

The County may award one (1) or more contracts for Free or Reduced Fee Independent Living Support Services as a result of this RFP. Firms should indicate in their response the number of individuals they would be able to serve; the County may choose to award contracts to multiple firms for each service type.

NOTICE: For Fiscal Year (FY) 2026 only, organizations may choose to apply for funding under this RFP process and the Human Services Nonprofit grant process, but will not be awarded funding through both processes due to the timing of the applications and awards.

If awarded a core service contract, organizations may choose to apply for funding from County grant processes other than the Human Services Nonprofit grants (i.e., Community Development Block Grant, Continuum of Care) during the term of their contract, provided the scope of services in the new grant request in no way overlaps with the funding awarded through the core services contract. Prior to applying for or requesting any County funding, awardees shall contact their contract manager for the Core Services program to discuss the proposed scope of services.

Organizations may not apply to any other County grant process to fund the same services procured through this RFP process.

This RFP will result in a contract, as opposed to a sole source or grant award, with renewals based on performance. Funds are not guaranteed if performance measures are not met annually.
