FPC Alderson - Commercial Snow Removal Equipment & Installation

Description

This is a combined synopsis/solicitation for commercial products in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 15B10126Q00000031 is issued as a Request for Quotes (RFQ) for the Procurement & installation of commercial-grade snow removal equipment. Essential salient characteristics of the recommended manufacturer-or an approved equal-are delineated on the attached SF-1449.

Quotes for alternative models of equal or superior quality are acceptable, provided that comprehensive supporting documentation demonstrating equivalency is submitted with the quote.

This acquisition is set-aside for small business concerns. The NAICS code for this requirement is 333120, with a small business size standard of 1,250 employees.

This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

(ii & iii) See attached solicitation for a full description of requirements, including specifications and quantities. Offerors must include a specification sheet and any submittal information about the product(s) offered in their quote.

(iv) Location of Delivery and Installation: Contractor may deliver all required products to 1 Glen Ray Road, Alderson, WV 24910 for installation on Government‑owned vehicles at the facility. Alternatively, if the contractor’s installation site is within a 50‑mile radius of 1 Glen Ray Road, the Government may transport its vehicles to the contractor’s local facility for installation. [Added via Amendment 001: Contractors located more than 50 miles from 1 Glen Ray Road, Alderson, WV 24910, shall be responsible for all transportation arrangements and associated costs required to move Government‑owned vehicles to and from the contractor’s installation site. The Government will not bear any costs or responsibility for transportation outside the 50‑mile radius.] Contractor shall coordinate delivery and installation with the designated Government representative. The Government reserves the right to inspect all products and completed installations to verify compliance with contract requirements. Nonconforming items or work shall be corrected by the contractor at no additional cost to the Government.

(vii) Quotation Deadline: All interested offerors shall submit bids via email to ARHedrick@bop.gov before August 7, 2026, at 2:00 pm EST.

Faxed and hand-delivered bids will not be accepted.

(viii) Additional Requirements:

• Offerors: Each offeror must be registered in www.SAM.gov and must complete the necessary representations and certifications at the time of submitting their quotation.


• Evaluation Criteria: The Government anticipates awarding a firm-fixed-price (FFP) contract. The evaluation factors of price, technical acceptability, warranty, past performance and adherence to delivery timeline will be evaluated in accordance with the 52.212-2 - Evaluation-Commercial Products and Commercial Services. A history of default, termination for cause, or chronic performance issues may be grounds for rejection.

Subject: Clarification of Delivery and Installation Requirements

Purpose of Amendment:

This amendment clarifies transportation responsibilities for contractors whose installation site falls outside the 50-mile radius specified in the original posting.

Amended Language:

The following language is added to Section (iv):

Location of Delivery and Installation:

“Contractors located more than 50 miles from 1 Glen Ray Road, Alderson, WV 24910, shall be responsible for all transportation arrangements and associated costs required to move Government‑owned vehicles to and from the contractor’s installation site. The Government will not bear any costs or responsibility for transportation outside the 50‑mile radius.”

All other terms and conditions of the solicitation remain unchanged.
