Project Description: The City of Vancouver is seeking proposals from qualified firms/individuals for an Operator and Site Manager (“Operator”) to occupy, activate, operate, and maintain the City-owned ground-floor spaces of Fourth Plain Community Commons at 2200 Norris Road (Norris Rd & Fourth Plain Blvd).
A NON-MANDATORY Pre-Submittal Meeting will take place on Wednesday, April 1, 2026 at 10:00 am on Microsoft Teams. Meeting information is in the RFP document. Attendance is not a pre-requisite for submitting a proposal. Comments by City Staff will be limited to a review of the project.
