SECTION 00030 – Invitation to Bid

Bids for the construction of Founders Parkway at Andover Road to Sunflower Lane

will be received at the office of Andover, KS located at 1609 East Central Avenue

Andover, Kansas 67002 until Tuesday, February 17, 2026 at 10:00 am local time. At

that time the Bids will be publicly opened and read.

Bid documents and plans are to ONLY be obtained from the City’s Bid Management

software – Virtual Bid:

www.virtual-bid.com/bids-search/cityofandoverks

Bids will be accepted only from Contractors registered with Virtual Bid. Failure to “Add

Bid to Company” prior to bid submittal, will result in the rejection of the bid.

The bids will be received from invited Contractors or other Contractors who meet the

City of Andover’s “Prerequisites for Bidding.” The bids will be opened and publicly read

aloud at the above time and date. The bidding requirements and contract documents

consist of: Complete Plan Set, sheets 1-158; and Project Manual containing Invitation

to Bid, Bidder Qualification, Information for Bidders, Instruction to Bidders, Bid Form,

Bid Bond, Notice of Award, Agreement, Notice to Proceed, Performance Bond,

Payment Bond, Statutory Bond, General Conditions, Supplementary Conditions,

Construction Specifications, and Special Provisions.

Michael D. Bailey, PE, TranSystems Corporation, and Les Mangus, Community

Development Director, are responsible for the project design and preparation of the

above documents.

Requirements for bidders and contractors under this order are explained in the

specifications.
