The Defense Information Systems Agency / Defense Information Technology Contracting Organization, 2300 East Drive, Scott AFB, IL 62225, intends to compete a requirement for proprietary, commercial off-the-shelf, brand-name Forward Networks, Inc., Forward Enterprise software Enterprise Licenses (EL) and associated Original Equipment Manufacturer (OEM) resident engineering services.
This requirement will be competed as a reseller-provided solution to establish a digital twin of the Department of Defense Information Network (DoDIN) across physical, virtual, and multi-cloud environments for multi-vendor network visualization and prediction. The baseline EL procurement includes two dedicated, embedded OEM resident engineers possessing the proprietary technical expertise necessary to integrate the platform across the complex DoDIN infrastructure. Additionally, the requirement includes an option for further resident engineering support should the agency's operational needs expand beyond the two baseline engineers provided.
The proposed contract action will result in a Firm-Fixed-Price contract. Competition is restricted to authorized resellers of Forward Networks, Inc., and offerors must possess an interim or final Top Secret Facility Clearance from the Defense Counterintelligence and Security Agency (DCSA) at the time of proposal submission. The statutory authority permitting this limitation is Title 10 United States Code 3204(a)(1), as implemented by FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The anticipated award date is July 31, 2026. The evaluation methodology selected for this commercial acquisition is Lowest Price Technically Acceptable in accordance with FAR 15.103-2. Further details, including the release date of the solicitation, will be made available exclusively on SAM.gov.
