Summary

General work description: Consultant will be tasked with handling engineering and construction support services regarding the Forty Mile Road Pedestrian and Bicyclist Safety Project which includes a full PS&E package. The design of the project will feature a shared-use path, installation of segment lighting, K-Rail barrier, traffic signs, pavement markings, and more.

Background

In May 2024, Yuba County completed a Bicycle and Pedestrian Mobility Plan, a comprehensive planning document for bicycle and pedestrian improvements within the unincorporated County area. The Mobility Plan identified Forty Mile Road as lacking safe walking and bike riding facilities.

In July 2024, Yuba County adopted a Local Roadway Safety Plan (LRSP) that systematically identified and analyzed traffic safety-related issues, and recommended projects and countermeasures to reduce collisions. The LRSP identified Forty Mile Road as a high-priority project.

Subsequently, under the Safe Streets and Roads for All effort, Yuba County joined with Sutter County, and the cities of Marysville, Wheatland, Yuba City, and Live Oak to prepare a Yuba-Sutter Regional Safety Action Plan. The goal is to develop a comprehensive action plan to achieve zero deaths. During the data gathering and analysis phases of this effort, the County’s consultants completed a collision review of the County’s entire roadway network and identified this section of Forty Mile Road as having three fatal collisions and two serious-injury collisions involving pedestrians over the most recent three-year period.

The section of Forty Mile Road between Rosser Road and the north entrance to the Hard Rock Hotel & Casino is by far the County’s highest fatal and serious-injury crash concentration. Five pedestrian collisions over the most recent three-year period, three resulting in fatalities and two resulting in serious injuries, represent an immediate threat to the County’s citizens and must be addressed as the County’s highest priority.

Yuba County applied for the (Highway Safety Improvement Project) HSIP Cycle 12 grant and were awarded based off the BCR (Benefit Cost Ratio) of the corridor that was analyzed. This grant will help go towards the safety of pedestrians, bicyclists, and motorists along this corridor by providing a shared-use path, segment lighting, thermoplastic markings, signage, and more.
