Fort Johnson Laundry Services

The Mission and Installation Contracting Command at Fort Johnson, Louisiana intends to award a “short term” sole source action to The ARC of Caddo-Bossier Doing Business as (DBA) Frost Industries.

The contractor will provide weekly Laundry Services to clean textiles, garments, linens, and other fabrics for Active and Reserve components on a direct or reimbursable basis and in direct support of organizational health and sanitation requirements and meal preparation attire as it relates to life, health, and safety. Attached is the draft Performance Work Statement (PWS) The applicable NAICS code is 812320- Drycleaning and Laundry Services (except Coin-Operated) and PSC is S209- Housekeeping- Laundry with a size standard of $8,000,000.00.This procurement is being conducted in accordance with FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

The AbilityOne Procurement list identifies laundry services for Fort Johnson (formerly Fort Polk) and therefore is a mandatory source for providing these services. The estimated period of performance is from 1 April through 30 June 2025. AbilityOne has not granted an exception to Fort Johnson to compete this acquisition commercially. Therefore, it must be performed by an AbilityOne vendor. AbilityOne has identified that the ARC of Caddo-Bossier DBA Frost Industries is their capable vendor to provide laundry services.

This Notice of Intent is not a request for competitive proposals. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and services, to the Contracting Officer within five (5) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements outlined in the PWS. Responses received will be considered; however, a determination by the Government not to compete a competitive procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the MICC will proceed with the sole source negotiation with ARC of Caddo-Bossier Doing Business as Frost Industries.
