Forestry and Parks
Forestry and Parks, Forestry Division, Forest Operations Branch (FOB) utilizes airborne thermal infrared services to aid with wildfire detection and suppression. Infrared services at this time are broken down into three different service types: Wildfire Infrared Hotspot Detection, Wildfire Infrared Image Classification and Wildfire Infrared Aerial Detection. This PQR is for Wildfire Infrared Hotspot Detection contract services. Wildfire Infrared Image Classification and Wildfire Infrared Aerial Detection services are still covered under a separate still valid contract.

Hotspot detection provides reliable and precise hotspot locations which are derived and delivered quickly, greatly increasing our crew efficiencies in locating and extinguishing hotspots. The service greatly increases firefighting resource efficiency and effectiveness by prioritizing work for active burning areas. The most prevalent platforms for this operation are helicopters and drone systems. These services are performed either in early mornings or overnight (for example 0000-0500hrs). Hotspot detection is best used in the mop-up stages of a wildfire; the data captured from this scan essentially points our ground resources in the right direction in a very efficient manner. As a result, fires are extinguished in a more effective and efficient manner.

Contractors are called on an "as needed" basis under a rotational basis. This will allow Wildfire Management the flexibility to access this service during times of need, while not incurring the costs when the service is not required.

All infrared scanning shall occur only when requested and directed by the Province. Typical operational windows are:

i. Overnight scan commencing at 00:00 hours and running up to 5 hours (fixed wing and RPAS).
ii. Morning scan commencing half hour prior to sunrise and running up to 3 hours total scan time (rotary wing).
