Summary

This Request for Proposals (RFP) solicits proposals for toxicological testing services required by the Solano County Sheriff-Coroner’s Office, hereinafter referred to as the “County”. This RFP defines the minimum requirements needed to enable qualified proposers to provide the information necessary and sufficient for the Coroner to evaluate the services offered and to ensure testing, sample handling, and analysis will be performed in accordance with applicable codes, laws, statutes, policies, and ordinances of the State of California.

The specifications, terms, and conditions contained within describe the forensic toxicology testing services required. For consideration, proposals must contain evidence of the proposer’s experience and capabilities.

Background

The Coroner uses vendor-provided forensic toxicology testing services because it does not have the facilities, equipment and qualified professionals required to perform toxicological testing to detect the presence or absence, quantitatively and/or qualitatively of potential toxicants, such as chemicals, drugs, and poisons in decedents. A qualified vendor is needed to provide these services. Testing will consist of screening appropriate bodily fluids (e.g., blood, urine, bile, vitreous, gastric contents) and tissues (e.g., liver, brain, spleen, and muscle) for the presence/absence of chemicals, drugs and/or poisons. Accurate test results are critical for the completion of “cause of death” investigations.
