Sealed bids for the Complete Upfit & Install of ONE (1) 2026 Ford F-150 Police
Responder, Project No. 26-13 will be received by the Finance Office, Memorial Town
Hall, 18 Church Street, North Haven CT until December 23, 2025, at 10:00 am. at which
time and place they will be opened and publicly read to all bidders. Specifications may
be obtained from the Finance Office or on the town website www.town.north-
haven.ct.us. After bids are received the Director of Administration & Procurement may
analyze whether vendors have submitted comparable bids and meet the requirements
called for. In reviewing the bids, the Director of Administration & Procurement may
consider past performance and financial responsibility in conjunction with sales and
service of the vendors. The Director of Administration & Procurement reserves the right
to reject any or all bids, to waive any defects in same, or to choose to make purchases
other than strictly in accordance with price considerations, and/or to choose other than
the lowest bidder, if it be determined in the best interest in the Town of North Haven.
Bidders are advised hereby of the existence of an Ordinance concerning Bid
Preference for Town – Based Businesses.

General Specifications:
The Town of North Haven, Department of Police Services (the “Department”) seeks bids for the
Complete Upfit & Install of ONE (1) 2026 Ford F-150 Police Responder.
Required equipment is per vehicle as follows:
One (1) BSFW478 - Whelen 12 lamp duo front inner edge 20+ Utility wecan x system
One (1) BSRW8 - Whelen 8 lamp wecan X rear inner edge
One (1) C399/CCTL6 - Whelen Cencom Core system includes control head & install kit
One (1) SAK - Whelen siren driver and mounting bracket
One (1) CEM16 - Whelen wecan x 16 expansion module
One (1) Low frequency tone siren HOWLER with brackets
One (1) Set of (2) Whelen I2D Red / White lights on front grill w/
brackets.
One (1) Set of (2) Whelen I2E Blue / White lights on front grill w/
brackets.
One (1) Set of (2) Whelen 2 ILI 2D/2E lights for bumpers w/ brackets.
One (1) Whelen 60 CREG dome light above drivers head as report light.

Warranties
The successful bidder shall provide any/all available warranties that may be included with the
equipment and labor.
Note to Bidders:
1. Successful bidder must hold a valid State of CT Dealer & Repairer License.
2. Successful bidder will handle all correspondence with outside vendors.
3. Please indicate any and all substitutions contained within your bid and which
alternates or combination thereof are included.
4. All prices are to be FOB North Haven, Connecticut.
5. Delivery time may affect award of bid and must be specified in submitted bids.
6. Available manufacturer’s service/operating literature and warranties are to be
provided for each and every component of this unit at the time of delivery.
7. The Town of North Haven will hold successful bid prices firm for a period not to
exceed 6 months from the date of award.
8. Envelope or Subject Field for E-mails must be plainly marked BID, with the
purpose and time of opening. Email your bid to capasso.stephanie@northaven-
ct.gov by 10:00 am on December 23, 2025.
9. Bids must be submitted on the bid sheet.
