Request for Proposals for: Sale to Redevelop Eastern Avenue Elementary School (a/k/a Alden Street School) – Per Bid No. 25-021

RFPs will be received until 2:00 P.M. (EST) on: October 30, 2024 by: Chief Procurement Officer, Lauren Stabilo at the Office of Procurement in City Hall, 36 Court Street, Room 307 Springfield MA 01103.

Bid documents and specifications will be available at no charge beginning August 14, 2024 at 9:00 AM by requesting a copy on the City’s website www.springfieldcityhall.com.

The City seeks bids and development proposals for the Eastern Avenue Elementary School property and building at WS Eastern Avenue Parcel 04325-0063. The City’s goal for this property is the adaptive reuse of the existing building for housing. The former Eastern Avenue Elementary School, located at WS Eastern Ave. Parcel 04325-0063 is vacant and available for redevelopment. The existing brick building was constructed in 1898 and has three levels (basement and two floors), with a total of 21,672 square feet. The property’s assessed value is $4,415,200.

The City seeks redevelopment of the site that will maintain the historic structure of the former school, enhance the surrounding community, and provide quality, energy-efficient housing. Zoning The parcel is currently zoned Residence B and will need to be zoned Residence C to allow multi-family housing development. If this RFP identifies a multi-family housing development project for this site, the City will complete the zoning change to Residence C prior to the conveyance of the property.

The City may be willing to accept competitive bids under market value for the property. Offering price will not be the only factor in selection, but proposers are encouraged to make the best financial benefit case possible to the City and Selection Committee.

The City will host two a site tours of the property on Site Visits: September 11, 2024, 10:00 a.m. and September 25, 2024, 10:00 a.m.

Bid questions: In order to provide prompt answers to questions, the CPO requests that all proposers submit written questions to the Office of Procurement, not later than October 18, 2024. Questions may be emailed to lstabilo@springfieldcityhall.com.


The CPO may, in its sole and absolute discretion, reject any and all, or parts of any and all proposals; may re-advertise this RFP if so inclined; postpone or cancel at any time this RFP process; change, adjust, or modify the anticipated schedule of events.

The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so.
