Title: FOR AGENCIES QUALIFIED TO RECEIVE DOMESTIC VIOLENCE TRUST FUNDS

The County of Sacramento ("County"), Department of Human Assistance ("DHA") is soliciting statements of qualifications from professionals providing domestic violence shelter and who operate 24-hours a day, seven days a week per W.I.C 18294, 18305, and section 26840 of the Government Code. Funding priority shall be given to agencies and organizations whose primary function is to administer domestic violence shelter-based programs per W.I.C 18293. The initial term will be a twelve-month term beginning July 1, 2026, through June 30, 2027, with the possibility of two one-year extensions contingent on funding. The current planned annual funding for the Domestic Violence Shelter-Based Services contract(s) is $365,000.
The California Legislature has determined there is a need to develop innovative strategies and services to ameliorate and reduce the trauma of domestic violence. It is the intent of the Legislature to support projects that aid victims of domestic violence by providing shelter in an undisclosed and secured location, where staff meet the requirements set forth in Section 1037.1 of the Evidence Code. Domestic violence is defined as abuse committed against an adult or minor who is a spouse, former spouse, cohabitant, former cohabitant, or a person with whom the suspect has had a child or is having or has had a dating or engagement relationship.
Section 26840.7 of the Government Code establishes the portion of marriage license fees which shall be collected and deposited into the county domestic violence shelter-based programs special fund. In addition, 1203.097 of the California Penal Code requires a portion of fees collected from domestic violence batterers be deposited into the county domestic violence shelter-based programs special fund. The use of these fees is restricted to shelter-based domestic violence programs, as defined by Welfare and Institutions Code Sections 18294 and 18295.
Only programs providing domestic violence shelter 24-hours a day, seven days a week may receive domestic violence shelter-based funds, per W.I.C 18294, 18305, and section 26840 of the Government Code. Funding priority shall be given to agencies and organizations whose primary function is to administer domestic violence shelter-based programs per W.I.C 18293 (d).
1.2.1 Minimum Qualifications
Respondent must have the knowledge, training, and experience, as described in the Scope of Work Section of this Request for Qualifications (RFQ). Respondent must also demonstrate the organizational structure and capacity to perform the desired services.
