Scope of Services
The purpose and intent of this request for proposal is to select one (1) main-line food service
distributor to warehouse and deliver all types of food products, including, but not limited to, main
entrée, beverages, grocery/staple items, produce, and paper products for delivery to approximately
52 District facilities with additions, as needed, and to secure firm fixed fee, for the specified contract
period per the United States Department of Agriculture (USDA) requirements. Proposers must
commit to maintaining and enforcing the highest levels of service quality and standards for the entire
term of this contract and any subsequent renewal periods. The awarded supplier will be required to
competitively bid the products that the School District of Manatee County requests. The contract
will also include the storage and delivery of USDA Commodity processed products. The enrollment
of School District, Charter, and contracted schools served by the School District of Manatee County
Food and Nutrition Services (SDMC FNS) 2024-2025 school year is approximately 52,000 students.
Student enrollment may fluctuate throughout the contract period and respective renewals.
The awarded distributor will be responsible for:
1. Frozen, Refrigerated, Grocery, and Dry Foods
a. The storage and delivery of specified products (approximately 600 items) at a
fixed fee.
b. Ability to competitively bid new menu items or non-food items that are requested
by the District at least twice during the school year.
2. USDA Commodity Foods
Administration, warehousing, delivery, reporting, and tracking of USDA
processed food items. USDA processed food items are invoiced at a “Net-off
Invoice” or “Modified Fee for Service Invoicing” where pricing has been directly
negotiated between the manufacturer and SDMC FNS. The awarded vendor
must have a separate reporting for USDA processed commodity items.
3. Deliver supplies and “emergency” products, as required.
Specifications and the quality standards of service set forth in this bid.
Category 1 (Commercial Products): Includes frozen, refrigerated, grocery and dry items. The
awarded vendor will be required to competitively bid and purchase items in this group. The fixed fee
per case for commercial products will be added to the invoiced price.
Category 2 (Market Items and Produce): Items that the product cost fluctuates, and the distributor
is unable to secure long term pricing based on supply and demand. No pricing required at this time.
Pricing will be determined after award.
Category 3 (USDA Commodity Processed Foods): These are foods purchased by USDA for donation
in food assistance programs, or for donation to entities assisting eligible persons, in accordance with
legislation authorizing such purchase and donation. USDA Foods processing allows state distributing agencies and eligible recipient agencies, such as school districts, to contract with commercial food
processors to convert raw bulk USDA Foods into more convenient, ready-to-use end products.
USDA Foods processing is governed by regulations contained in the Code of Federal Regulations at
Title 7, Part 250, Subpart C. The awarded vendor will be responsible for purchasing, receiving,
storing, distributing, reporting and tracking these items. The awarded vendor will honor the price
negotiated by District and add the fixed fee per case for commodity processed products to the
invoiced price. Fixed fee for administration, warehousing and distribution of processed, USDA
Commodities and opportunity buys.
Currently the School District of Manatee County is not purchasing “brown box” USDA commodity
foods. If the need arises in the future, the District would negotiate with the awarded vendor and a
mutually agreed upon addendum would be added to this contract.
Category 4 (Direct Purchase from Manufacturers): Occasionally, the District may choose to
purchase these products through their distribution contract. These are products that the districts
shall have the option to purchase and receive in high volume directly from manufacturers at the
same fixed fee.
This proposal shall be awarded on an ALL OR NONE basis to the responsible proposer with the
highest evaluation score. Proposals recommending utilization of joint, consortium, or other
bids/contracts will be considered non-responsive.
