REQUEST FOR QUALIFICATIONS WITH PRICE PROPOSAL

Sealed submittals from firms will be received by the Purchasing Division of the Hall County Board of Commissioners at 2875 Browns Bridge Road, 4 th Floor, Gainesville, GA 30504, until 3:00 pm, legally prevailing time, on Thursday, February 14, 2019, for

FOOD/BEVERAGE VENDING MACHINE SERVICES

After the time and in a room at the place noted above, the proposals for each commodity will be publicly opened and read. No extension of the bidding period will be made unless officially announced via an addendum to this RFQ.

Hall County Board of Commissioners is soliciting proposals for Vendor to install, operate, supply and service automatic vending equipment for the dispensing of food, food products, candy, gum/mints, and non-alcoholic beverages at the Hall County Government facility located at 2875 Browns Bridge Rd Gainesville, Georgia.

Bid Documents may be obtained by going to our website at hallcounty.org, then clicking on Bids & Proposals in the left hand column. Click on “Food/Beverage Vending Machine Services” and fill out the requested information then click “submit” which will send an automatic request to our office. You can also contact us in the Purchasing Office at 2875 Browns Bridge Rd, 4 th Floor, Gainesville, GA 30501 or Phone (770) 535.8270 or Fax (770) 531.7112 to obtain the information at no charge. This is the only official release site for this RFQ or any addenda that may be issued for same.

Notice: This bid document supersedes and replaces RFQ #39-025 that was cancelled without opening or award.

Firms must submit three (3) copies of their proposal; one (1) of which must be marked as “Original” and two (2) marked as “Copy”. Proposals shall be enclosed in a sealed envelope or box clearly marked with “RFQ #39-027 for “Food/Beverage Vending Machine Services” in the lower, left corner. Proposals that do not clearly outline responses to each criterion may be eliminated from further consideration. Your submittal must have a signature in its “original form”. Hall County suggests this is provided on an “Introductory Letter”. Failure to sign your proposal in the introductory letter will force your bid to be declared as “non-responsive” and not be considered for award.

All bid responses become the property of the Hall County Board of Commissioners and will not be returned. No proposal may be withdrawn for a period of ninety (90) days after time has been called on the date of opening.

Answers will be e-mailed to all firms requesting bids by end of business on February 11, 2019, to be fair to all contractors.

All qualification submittals will be evaluated in accordance with applicable Hall County rules, regulations, and laws. Evaluation of vendors submitting statements of qualification for this project will be based on qualifications, experience, and performance on past projects along with references.

This bid will be evaluated using a multi-step process. The first step is to evaluate the proposal and submissions. Factors to be considered in the evaluation include: qualifications of the professional staff, experience on similar services, performance on past contracts, project approach, schedule and references for similar contracts. This step will result in a “short list of qualified contractors”. After the “short list” is compiled, the second step is to schedule interviews with the “short listed” contractors, if necessary. Pricing will be opened only after the short list of contractors has been determined.

The County shall reserve the option to reject any or all bids, in whole or part, or to select any bidder to complete the described Work. Award of Contract will not be solely based on low bid, but also on quality, references, and other subjective criteria as the County may deem necessary, and as the County may determine at its sole discretion. The Undersigned Bidder expressly understands that his/her proposal may be rejected by the County for any reason without liability on part of the County to the Undersigned Bidder.
