Section 1 – Introduction
The Metropolitan Airport Authority of Rock Island County, Illinois (MAA) is issuing this Request for
Proposals (RFP) for Concessionaire services for three locations located inside and outside the
secured area (hereafter referred to as “operation”). The intent of this request is to solicit proposals for,
a program focused on updating, enhancing and refreshing the passenger experience at the Quad
Cities International Airport in Moline, IL. The goal of the operation is to improve food service quality
and passenger experience at Quad Cities International Airport.
Qualified firms are invited to submit a proposal to serve as Operator of Record for the Operation. The
MAA intends to select a firm and negotiate an agreement with the selected firm for services to
commence immediately thereafter. The information presented in subsequent sections of the RFP is
intended to acquaint interested firms with the operation, the specific information to be submitted with a
Proposal, and how the selection process will be carried out.
Initial food & beverage operations reflect an opportunity to build out a grey box location pre security
with water, gas, and electric stubs along with operating a post security food & beverage and mobile
bar.
Title VI Solicitation Notice:
The Metropolitan Airport Authority of Rock Island County, Illinois, in accordance with the provisions of
Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the
Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract
entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to
submit bids in response to this invitation and no businesses will be discriminated against on the
grounds of race, color, national origin (including limited English proficiency), creed, sex (including
sexual orientation and gender identity), age, or disability in consideration for an award.

Section 2 – General Operation Information
Quad Cities International Airport is a primary commercial service airport located in Moline, IL.
Currently, the Airport is served by four commercial carriers, enplaning approximately 330,000
passengers annually. A mix of small general aviation aircraft, corporate aircraft, and commercial
narrowbody and regional jets combine for over 43,000 operations per year.
Catchment Data
The Quad Cities International Airport (MLI) serves a robust catchment area of over 700,000 people
across 15 counties in Illinois and Iowa. The majority of this population is within a 60-minute drive, with
MLI capturing significant market share in nearby counties. This strong regional draw demonstrates
MLI’s accessibility and established passenger base, supporting reliable demand for concessions and
services.

Route Map
The airport serves as a gateway to major hubs including Chicago, Dallas, Charlotte, Atlanta, and
Denver, with additional direct service to popular leisure destinations such as Florida. Flights operate
daily from 5:00 a.m. to 11:00 p.m., averaging 16 departures per day. This steady, day-long passenger
flow—spanning early morning travelers, mid-day connections, and evening departures—provides
consistent opportunities for food and beverage sales throughout the day.
Terminal Refurbishment
Quad Cities International Airport is preparing for Phase 2 of its terminal refurbishment and
reconstruction, scheduled to begin in February 2026. This phase will overhaul all pre-security areas and
include a new restaurant location. The designated space will be equipped with stubbed utility
connection but will require full design and interior build-out by the selected Concessionaire provider.
New Eatery Location
The new eatery will be located in the terminal lobby, offering approximately 498 square feet of
customer-facing space. A 977-square-foot kitchen will be situated directly behind the service area,
equipped with ventilation hood connections and utility connections. The tenant will provide all seating,
furniture, and kitchen equipment, along with a full build out for the new location. The MAA seeks a
tenant willing to make a capital investment in the build-out and operation of this space.
