I. STATEMENT OF WORK
A. SCOPE
It is the intent of these specifications, terms, and conditions to describe stand-by
generator rentals during potential PSPS events during the summer and fall, typically
between August – November.
East Bay Municipal Utility District (District) intends to award a three (3)-year contract
with two (2) options to renew for one-year terms to the Proposer(s) who best meets the
District’s requirements.
The District has identified the need for portable stand-by generators for up to 31 of our
distribution system pumping plants. In the event power is de-energized by PG&E during
a Public Safety Power Shutoff (PSPS) event, we would lose our pumping ability at
affected pumping plants. By utilizing stand-by generators, we will be able to continue
operations and delivering water to our customers. The District will supply the winning
Proposer a confirmed list of locations and sizes of generators no later than June 7th of
each year.
B. PROPOSER QUALIFICATIONS
1. Proposer Minimum Qualifications
a. Proposer, Proposer’s principal, or Proposer’s staff shall have been
regularly engaged in the business of providing portable generator rental
services for at least three (3) years.
b. Proposer shall possess all permits, licenses, and professional credentials
necessary to perform services as specified under this RFP.
C. SPECIFIC REQUIREMENTS
TASK
1. Generator sizing and requirement: The contractor shall confirm generator type
and size using the sample location list found in Appendix A of the RFP. This list is
an example of what will be provided to the vendor in June of each contract year
outlining the portable generator rental needs for that contract year.
a. The pumping plant motor horsepower, number of pumps that will
operate, electrical phase and voltage will be supplied each year, and a
sample list is provided on Appendix A. Vendor shall use this information to
guide the generator sizes needed for each pumping plant. A finalized list
will be provided no later than June 7th each year of the contract.

b. Generators shall meet the US Forest Service spark arrester requirements,
or have an approved alternative protection utilizing the correct emissions
equipment to serve as the spark arrester function. Additional information
can be found on their website at https://www.fs.usda.gov/
c. Each generator unit shall meet or exceed the latest EPA emissions tier
requirements for the engine horsepower for non-road compression
ignition engines.
d. Each portable generator shall have valid permits to operate from
California Air Resources Board Statewide Portable Equipment Registration
Program (PERP). Each portable generator shall meet the requirements of
the PERP Final/Regulation/Airborne Toxic Control Measure for Diesel
Particulate Matter from Portable Engines Rated 50 Horsepower and
Greater Final Regulation.
e. Ensure compliance with all local, state, and federal regulations, including
environmental and air quality requirements (e.g. CARB-certified).
2. Fuel tank size and usage. The contractor shall supply the following information
for each size generator:
a. Year and brand of portable generator
b. Fuel usage at 25%, 50%, 75%, 100% load in Gallons per Hour (GPH)
c. Fuel Tank Size
d. Tier
3. Contractor is responsible for maintaining Property/Equipment coverage on all
generators supplied to the District on a replacement cost basis while they are in
transit, at District sites, and during installation, testing, maintenance, and
removal.
DELIVERABLES/REPORTS
4. Limited/Standby Rental Option: Option to rent up to 31 generators of various sizes (see
Appendix A for sample list) up to 4 months, August through November, for
limited/standby use rental of all generators. Limited/standby rental is defined as a
generator being on site and ready to run, if needed. The only planned run usage would
be for exercise/maintenance purposes.
a. Provide option for limited/standby use alternatives where the vendor will set
generator in the location specified by staff at the designated location. Vendors to
make all connections, with the exception of District equipment, which will be
connected by District staff. The generators will be deployed to District locations,
but only run during PSPS events. Options shall include number of run-hours
allowed for testing/exercising.

b. Vendor will conduct periodic maintenance and testing as required to
ensure that generators will be operable when needed.
4. Connection cable option. The Vendor will supply all the connection cables and
pigtails needed for each site (assume 100 feet from generator to the connection
point), full tank of fuel, and all necessary accessories to ensure readiness and
reliability.
5. District staff will make all connections to District equipment, lay the cables, and
test start the generators while vendor stands-by.
6. Additional run hours. Additional run hours shall be defined as additional hours
used outside of quoted rates.
7. Coordinate delivery, installation, and any required testing with District personnel.

A. RFP ACCEPTANCE AND AWARD
1. RFP responses will be evaluated by the Selection Committee and will be scored
and ranked in accordance with the RFP section entitled “Evaluation
Criteria/Selection Committee.”
2. The Selection Committee will recommend award to the Proposer who, in its
opinion, has submitted the RFP response that best serves the overall interests of
