INVITATION FOR BID

FLOORING REPAIRS/REFINISHING AND CARPET INSTALLATION

The City of Holyoke is requesting bids for services to repair/refinish wood floors and install carpet on the fourth floor of the City Hall Annex Building at 20 Korean Veterans Plaza, Holyoke, MA. The City anticipates that spaces with wood flooring in good condition will be repaired/refinished and spaces with wood flooring in poor condition will receive new carpeting. A floor plan indicating phases and estimated areas are included in this Request for Bids.

A NON-MANDATORY BUT HIGHLY RECOMMENDED PRE-BID WALKTHROUGH WILL BE HELD ON 2/24/2026 @ 10AM at the 4th Floor of the City Hall Annex. Potential respondents are recommended to attend the walkthrough as there are various finishings for this project. A SEOND WALKTHROUGH WILL TAKE PLACE ON 3/2/2026 @ 9AM 4th Floor CITY HALL ANNEX  Bids will be received ELECTRONICALLY by submitting to morrowj@holyoke.org NO LATER THAN 3/6/2026 @ 2PM. PLEASE REFERENCE "BID SUBMISSION IFB 2026-33 ANNEX FLOORS" in the subject line. The digital timestamp will be the recorded submission time. This project may be funded in part or in whole using Federal Funds. Respondents will be verified for their eligibility to receive Federal Funds and must comply with all Federal Regulations. The City reserves the right to reject any and all bids if in the city's best interest. This bid is being bid out in compliance with Ch. 30B, Ch.149 and all other applicable public bidding standards.

SCOPE

The City anticipates that the work will be undertaken in three phases per the attached plan:

• Phase I Floor finishing or carpet depending on the room as noted on the following pages

• Phase II Carpet (Kinetex Carpet Tile)

• Phase III Refinish wood floor in lobby
