Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Watergoat, Inc., for a two (2) year period, at a total cost of $171,600.00, for the installation of six (6) Watergoat floating trash trap with marine grade buoys and the estimated 156 routine maintenance/services associated with the units. The Watergoat floating trash trap(s) are essential in preventing floating debris (trash and vegetation) from entering the Town ‘n’ Country pump system resulting in pump failure and causing extensive yard, road and structural flooding. This procurement is being made in accordance with Section 3-205(2)(a) of the County’s Procurement Policy, as only one (1) known manufacturer meets the salient specifications that the County requires to install the particular system and perform the associated routine maintenance/service of each unit, and that manufacturer, Watergoat, Inc., only sells direct themselves. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached Vendor Estimate EST0064, dated March 6, 2025, and Vendor Sole Source Letter must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
