Flex-Pave Sidewalks Repair Lake Carroll Cove

Project Description: Hillsborough County intends to recommend the award of a sole source procurement to K.B. Industries, Inc. at a total cost of $51,104.00 for the removal and replacement of 1,284 square feet of existing KBI Flexi-Pave sidewalks within the Lake Carrol neighborhood. In 2018, an estimated 21,000 square feet of KBI Flexi-Pave sidewalks were installed, due to excessive root growth in sections of the neighborhood, replacement is necessary to maintain pedestrian safety, visual appearance, and functionality. The KBI Flexi-Pave product is a proprietary product, and no known comparable alternative is available for this repair. This procurement is being made in accordance with Section 3-205(2)(f) of the County’s Procurement Policy and is considered a sole source procurement as KBI Flexi-Pave and the “KBI FLEXI-PAVE PROCESS” can only be provided by a single supplier in the market, K.B. Industries, Inc. Additionally, this product and service is necessary to maintain the visual harmony of the previously installed product that is being repaired. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached Quote No. 25382 must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source Project and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
