Sealedbids will be received at CitySecretary’s Office, 1110 Houston Street, 3 ^rd floor, City HallBuilding, Laredo, Texas, or electronically through Cit-E-Bid until 4:00 P.M. on Tuesday, June 10, 2025 and publicly opened, read, and taken under advisementon Wednesday, June 11, 2025 at 10: 00 A.M. forthe furnishing of all necessary materials, machinery, equipment, labor,superintendence, and all other services and appurtenances required for FY24-ENG- 44 Fleet Facility at Solid Waste for the City of Laredo, and shall include acknowledgementof any addenda submitted, and all other documents included in said bid call.Said bid shall be marked,

Fleet Facility at Solid Waste

This project consists of constructinga turn-key maintenance facility building at the Solid Waste Department whichincludes a septic system, and a control system to manage and regulate thedistribution of lube and chemicals

Construction contract time for theproject is (240) working days.

Each bid and a bid guaranty in the form of a bidder’s bond having aminimum Best’s Rating Aaccordingto Best’s Key Rating Guide Latest Edition from a surety duly authorized andlicensed in the State of Texas; certified check, or cashier’s check must beoriginals and must be hand-delivered to City Secretary’s Office, 1110 HoustonStreet, 3 ^rd Floor, City Hall Building, Laredo, TX in a sealedenvelope plainly marked with the name of the project as shown above, and thename and address of the Bidder. For Bidders electing to submit Bids and BidGuaranties electronically via Cit-E-Bid, Bid Guaranties will be verified by theOwner prior to bid certification and electronic copies of Bid Guaranties willnot be returned to Bidders. Mailed bids (i.e. USPS, FedEx, UPS), telegraphic,or facsimile submittals will not be allowed/considered. Only the bids and bid guaranties actuallyin the hands of the designated official at the time set in this Notice toBidders shall be considered.

Further, on federallyfunded projects only, contractor must comply with the Federal Labor StandardsProvision, Davis Bacon Act, Equal Opportunity Clause, Wage Determination andHUD and Urban Development Federal Requirements especially as it regardspayrolls and basic records.

Bidders are expressly advised to review SectionC-3.10 of the General Conditions of the proposed Contract as to the causeswhich may lead to the disqualification of a bidder and/or the rejection of abid proposal. Unless all bids arerejected, the Owner agrees to give Notice of Award of Contract to thesuccessful bidder within ninety (90) days of the bid opening.

Bidders are expected toinspect the site of the work and inform themselves regarding all localconditions.

A pre-bid meetingwith prospective bidders will be held at City of Laredo Engineering Department(City Hall 2 ^nd Floor) on Wednesday, May 28, 2025, at 10:00 A.M. Interestedcompanies shall refer t o other sections of this R FB packet f or complete details.
