This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and the supporting attachments constitute the only solicitation; quotes are being requested, and a separate solicitation will not be issued.
The United States Government (USG) has a requirement for thirteen (13) each active GPS antennas, also known as, Fixed Reception Position Antennas (FRPAs), Part Number 20-2041-2-P24 in support of an aircraft navigation system. The FRPA is required to meet both Federal Aviation Administration navigation requirements and the latest military M-Code standards. The USG intends to award a purchase order (refer as contract elsewhere in this notice) to the Original Equipment Manufacturer (OEM) under authority of 41 United States Code 1901, as implemented by Federal Acquisition Regulation (FAR) Subpart 13.5010(a) - Sole Source (including brand name) acquisitions. In accordance with (IAW) FAR Subpart 5.102(a)(6) the requirement justification document (redacted pursuant to FAR 6.305(e)) is provided in the attachments section of this combined synopsis/solicitation. IAW FAR 5.207(c)(16)(ii) all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. If competitive bids, proposals, or quotes are received from other than the OEM the USG will award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation, and it is the lowest-priced technically acceptable (LPTA) offer.
The Contractor shall furnish all personnel, equipment, labor, tools, materials, supervision, transportation and other items and services necessary to perform related services in support of this requirement. All quotes shall be inclusive of shipping cost, Free on Board (FOB): Destination.
This solicitation is issued as a Request for Quote (RFQ).
The offeror agrees to hold the prices in its offer firm for 45 calendar days from the date specified for receipt of offers.
Delivery is FOB Destination, NLT 30 September 2025.

Quotes/Bids/Proposals must be submitted to Lessly R. Turner, Contract Specialist, via email at lessly.r.turner.civ@army.mil no later than 3 PM CST on Thursday, 10 April 2025. Any questions on the RFQ must be submitted to Lessly Turner no later than 1 PM on Thursday, 3 April 2025. All questions regarding the solicitation shall be submitted in writing, telephonic inquiries will not be accepted. Responses to any questions received will be published to all interested vendors via an amendment to this combined synopsis/solicitation. Publication of questions and answers may or may not result in an amendment to the solicitation/RFQ.
