Scope	DHCA is seeking the services of an organization with expertise in community development and affordable housing to research and write Montgomery County’s Five-Year Consolidated Plan as required by HUD. The proposal will highlight the consultant's capability to develop a Five-Year Consolidated Plan, to analyze background information, and to establish goals and strategies for housing and community development in Montgomery County, Maryland for its fiscal years 2027–2031(federal fiscal years 2026-2030). As part of the Five-Year Consolidated Plan, the County fiscal year 2027 (federal fiscal year 2026) Annual Action Plan will lay out planned projects and activities for that year.
