Karen Bass, Purchasing & Contracts Manager, Town of Morrisville, 100 Town Hall Dr. Morrisville, NC, 27560. Bids
for the furnishing of materials, labor, and equipment for the construction of FY26 Patching and Resurfacing Project
can also be submitted electronically in PDF format at bids@morrisvillenc.gov.

Hard copies of Plans, Specifications and Contract documents will be available to Contractors upon request.
Contractors wanting hard copies should notify Vlad Mitchev at the time of the pre-bid meeting, or no later than
March 27th, 2026, at vmitchev@withersravenel.com to allow time for printing.
Work must be substantially completed by June 30, 2026.
Town of Morrisville is not responsible for bidders relying on incomplete bid documents.
Contractors offering a bid on this project must be licensed to do the specified type of contracting in the State of
North Carolina. All bids must include a non-collusive affidavit. Contractors offering a bid on this project must
comply, and must ensure that their subcontractors comply, with the requirements of Article 2 of Chapter 64 of
the North Carolina General Statutes, "Verification of Work Authorization," and must provide documentation or
sign affidavits or any other documents requested by the Town of Morrisville demonstrating such compliance.
The Town of Morrisville reserves the right to reject any or all bids.

INSTRUCTIONS TO BIDDERS
Bids must be submitted to Karen Bass, Purchasing & Contracts Manager, Town of Morrisville,
100 Town Hall Dr. Morrisville, NC, 27560. Bids can also be submitted electronically in PDF format at
bids@morrisvillenc.gov. These bids shall be plainly marked:
"FY26 Patching and Resurfacing Project "
The award of the Contract, if it is awarded, will be to the lowest responsive, responsible bidder
whose qualifications indicate the award will be in the best interest of the Town of Morrisville (Owner).
The Town of Morrisville reserves the right to waive technicalities and/or reject any or all bids.
All questions about the meaning or intent of the Contract documents shall be submitted in
writing to Vlad Mitchev at vmitchev@withersravenel.com by 2 pm Friday, March 27th, 2026. Replies will
be issued by Addenda, mailed or delivered to all parties recorded by the Engineer as having received the
Bidding Documents. Questions received after Monday, March 30th, 2026, may not be answered. Only
questions answered by written Addenda will be binding. Oral and other interpretations or clarifications
will be without legal effect.
Addenda, when issued, will be on file at the offices of the Owner and Engineer, and posted on
the website at least twenty-four hours before bids are opened. It shall be the Bidder's responsibility to
make an inquiry as to the Addenda issued. All such Addenda shall become part of the Contract Documents
and all Bidders shall be bound by such Addenda, whether or not received by the Bidders.

The Bidder hereby signifies that it is his/her/its intention and purpose to enter into a formal Contract with
the Town of Morrisville, North Carolina, to furnish all labor, materials, tools, equipment, apparatus, supplies, and
the like required, and to do all the work necessary, for and because of the construction, erection, and/or installation
of the proposed "Project":
FY26 Patching and Resurfacing Project
For the Town of Morrisville, North Carolina in accordance with the Contract Documents, including Addenda
thereto.**
THAT: The Bidder has carefully examined the Plans and Specifications and all other Contract Documents and fully
understands them.
THAT: The Bidder has carefully examined the site of the Project and is familiar with the conditions under which the
work or any part thereof, is to be performed and the conditions which must be fulfilled in furnishing and/or
installing, erecting, or constructing any or all items of the Project.
THAT: The Bidder shall provide all necessary tools, machinery, equipment, apparatus, and all other means necessary
to do all the work and shall furnish all labor, materials and all else required to complete such Contract as may be entered
into, in the manner prescribed in and in accordance with the terms of the Specifications and the Contract and in
accordance with the true intent and meaning thereof, and in accordance with the Plans and/or Drawings and the
requirements of the Consulting Engineers under them, in a first class manner.
