SECTION 1 - PURPOSE
The Mississippi Department of Human Services (MDHS) is seeking to establish one (1) contract with a firm to
provide professional auditing/monitoring services on behalf of MDHS to contracted subgrantees, including a
potential MDHS subgrant with the Mississippi Department of Child Protection Services (MDCPS) funded by
Temporary Assistance for Needy Families (TANF). The firm will provide complete monitoring services for
MDHS awarded subgrants funded by federal monies. In addition to TANF, other federal monies awarded to
subgrantees that may require professional auditing/monitoring services include, but are not limited to,
Community Services Block Grant (CSBG), Low Income Home Energy Assistance Program (LIHEAP), Low
Income Household Water Assistance Program (LIHWAP), and grants issued to Planning and Development
Districts.
This RFQ does not commit MDHS to contract for any supply or service whatsoever. The MDHS accepts no
responsibility for any expense incurred by the respondent in the preparation and presentation of a response.
Such expenses shall be borne exclusively by the respondent.

Note: MDHS reserves the right to adjust this schedule as it deems necessary. MDHS also has the right to
reject any and all responses during any step of the procurement or awarding process (even after negotiations
have begun).
SECTION 3 - MDHS CONTACT AND QUESTIONS/REQUESTS FOR CLARIFICATION
Questions regarding this RFQ shall be submitted in writing by e-mail to Kimbley Hendrix, at
Procurement.Services@mdhs.ms.gov. Verbal questions will NOT be accepted. Questions will be answered via
response email to all firms that provide questions by the above required date; accordingly, questions shall NOT
contain proprietary or classified information. MDHS does not guarantee that questions received after the
deadline reflected in Section 2 - Timeline will be answered.
When submitting questions and requests for clarifications, “RFQ No. 20260107FPMS, Fiscal and Monitoring
Services Questions” should be the subject for the email. Question submittals should include a reference to the
applicable RFQ section and be submitted in the format shown below:

provide answers to any inquiries raised by firms responding to this RFQ. Such discussions would only be
intended to obtaining further clarification of provided responses.

Opportunity Search Portal website and the MDHS website (www.mdhs.ms.gov) in a manner that all
respondents will be able to view. Further, respondents must acknowledge receipt of any amendment to the
solicitation by signing and returning the amendment with the response packet, by identifying the amendment
number and date in the space provided for this purpose on the amendment, or by letter. The acknowledgment
should be received by the MDHS by the time and at the place specified for receipt of responses as reflected in
Section 2 - Timeline. It is the respondent’s sole responsibility to monitor the websites for any updates or
amendments to the RFQ.
This RFQ, questions, requests for clarification, answers, and the Notice of Intent to Award will be published on
the Mississippi Contract/Procurement Opportunity Search Portal and the Mississippi Department of Human
Services (hereinafter “MDHS”) website (http://www.mdhs.ms.gov) in a manner that all respondents will be able
to view by the dates reflected in Section 2 - Timeline.
SECTION 4 – DESCRIPTION OF SERVICES
The Contractor will monitor agreements awarded to the Mississippi Department of Child Protection Services
(MDCPS) as well as other grants awarded through MDHS, as necessary, and as selected by the Office of
Compliance, Division of Monitoring. Subgrantee monitoring services to include a detailed analysis comprised
of, but not limited to achieving the following objectives:
•
To determine if a subgrantee is carrying out its program activities in a timely manner and in
accordance with the subgrant agreement;
•
To ensure that required programmatic records are maintained to demonstrate compliance with
applicable regulations and requirements;
•
To ensure expenditures of federal funds are properly documented and in line with approved budget
narrative as submitted by the subgrantee and maintained in accordance with applicable
regulations and requirements;
•
To verify subgrantee have audits, as required under 2 CFR Part 200 Subpart F;
•
To assess if the subgrantee has a continuing capacity to carry out the approved program or
project;
•
To identify potential problem areas and to assist the subgrantee in complying with applicable
laws and regulations;
•
To assist subgrantee in resolving compliance problems through discussion, training, and the
provision of technical assistance;
•
To provide adequate follow-up measures to ensure that performance and compliance deficiencies
are corrected by subgrantee and not repeated;
•
If applicable, to review subgrantee agencies to determine if services are delivered in accordance
with contract requirements as to type of services;
•
If applicable, to review records of subgrantee agencies to determine if systems are in place to
properly document the provision of services, client eligibility, and compliance with any other
contract requirements;
•
To consider whether the results of the subgrantee audits, on-site reviews, or other monitoring
require adjustments to the subgrant agreement;
•
If potential fraud risks are identified in the course of monitoring, to assess whether the
subgrantee has put in place appropriate fraud controls to address such risks.
Monitoring Reviews for Program and Fiscal Compliance
The Contractor must conduct on-site and/or desk review of selected MDHS subgrants for programmatic and

fiscal compliance at a minimum of once during the contract term. The monitoring review must be conducted in
accordance with the MDHS Subgrant Manual, the Subgrant Agreement and requirements as outlined in 2 CFR
§ 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
In general, the subgrant monitoring procedures will consist of the following:
•
Notification of a monitoring review via a schedule letter;
•
Entrance Conference;
•
Examination of fiscal and programmatic requirements;
•
Exit Conference;
•
Initial Findings Letter;
•
Corrective Action Response and/or follow up; and
•
Final Decision Letter.
The Contractor’s responsibilities are as follows:
•
Review financial records, policies, procedures, and internal controls related to the Subgrant
Agreement.
•
Assess the allowability, allocability, and reasonableness of the costs incurred.
•
Verifying the accuracy of financial statements and the Schedule of Expenditures of Federal
Awards (SEFA).
•
Ensuring compliance with all grant-specific financial and programmatic requirements, as well as
applicable laws (e.g., Uniform Guidance for federal grants).
•
Evaluating progress toward achieving project goals and objectives.
•
Conducting site visits for physical observation and documentation review if necessary.
During the term of the contract, the Contractor shall maintain accurate records of any and all documentation
required by the State and/or Federal regulations. The Contractor shall provide copies of all documentation and
records as determined by MDHS, including complete monitoring review files and copies of all correspondence
and documents retrieved from the Subgrantees. All documentation must be provided to MDHS, Division of
Monitoring at the completion of each review and/or upon request. Further, all work papers created during the
course of the monitoring shall be subject to review and/or copying by MDHS upon request.
Monitoring of Other Grants
The Contractor will review other grants awarded by the MDHS to include a detailed analysis
comprised of, but not limited to achieving the following objectives:
•
Determine if the grantee is carrying out its activities in accordance with grant requirements
and/or contract agreement;
•
Ensure expenditures of federal funds are properly documented and in line with approved
requirements and maintained in accordance with applicable regulations and requirements; and
•
Identify potential problem areas and to assist the subgrantee in complying with applicable laws
and regulations.
Provide Assistance to Office of Inspector General
The Contractor will assist the Office of Inspector General (OIG), Investigations Division, on an as needed basis,
with the review of documentation for financial audits and assist with financial investigations, as needed. The
Contractor must review the documentation for the purposes of verifying whether there is material evidence of

financial fraud. The documentation to be reviewed shall include, but is not limited to:
•
General Ledgers;
•
Payroll Records/Time Cards;
•
Bank Statements/Checks; and
•
Receipts/Invoices, etc.
The Contractor will provide a comprehensive report of findings to the OIG, Investigations Division at the
conclusion of the audit. The Contractor, on an as needed basis, will also provide expert witness testimony for
those financial audits and financial investigations.
The Contractor will be required to provide an audit report and along with the entire case documents pertaining
to the subgrantee/contractor that is being audited when requested.
SECTION 5 – DURATION
The anticipated term of the contract shall be for a period of one (1) year. The contract may be renewed at the
discretion of MDHS upon written notice to Contractor at least thirty (30) days prior to each contract anniversary
date for a period of four (4) one-year periods under the same prices, terms, and conditions as in the original
contract. The total number of renewal years permitted shall not exceed four (4).
Renewal years are subject to the needs of MDHS, as well as the availability and appropriation of funds. The
Chief Procurement Officer shall notify the contractor, on a timely basis, that funds are or are not available for
the continuation of the contract for each succeeding fiscal period. A multi-term contract will be canceled if
funds are not appropriated or otherwise made available to support the continuation of performance in any fiscal
period succeeding the first; however, this does not affect either the State’s rights or the contractor’s rights under
any termination clause in the contract.
SECTION 6 – REGISTRATION WITH MISSISSIPPI SECRETARY OF STATE
By submitting a response, the respondent certifies that it is registered to do business in the State of Mississippi
as prescribed by the Mississippi Secretary of State or, if not already registered, that it will do so within seven (7)
business days of being offered an award. Sole proprietors are not required to register with the Mississippi
Secretary of State.
SECTION 7 - DEBARMENT
By submitting a response, the respondent certifies that it is not currently debarred from submitting responses
(ex. bids, quotes, proposals) for contracts issued by any political subdivision or agency of the State of
Mississippi or Federal government and that it is not an agent of a person or entity that is currently debarred from
submitting responses for contracts issued by any political subdivision or agency of the State of Mississippi or
federal government. The respondent shall submit a completed MDHS Debarment Verification Form, attached to
this RFQ as Attachment B. Attachment B shall be received by MDHS, in the response packet submitted by
the respondent, no later than 2:00p.m., CT, on February 25, 2026. MDHS reserves the right to deem any
response packet not containing an executed MDHS Debarment Verification Form, as non-responsive to the
RFQ.
SECTION 8 – POST-AWARD VENDOR DEBRIEFING
A bidder, successful or unsuccessful, may request a Post-Award Debriefing, in writing, by U.S. Mail or
electronic submission. The written request must be received by Samuel Cole, Chief Procurement Officer of
MDHS within three (3) business days of notification of the contract award. A Post-Award Debriefing is a
