First Street and Rail Crossing Improvements

1. Introduction

The Village of North Portal invites qualified contractors to submit tenders for the Improvement of First Street and the CPKC Rail Crossing in accordance with all applicable regulations, codes, and best practices.

The Village reserves the right to reject any or all bids received.

2. Project Description & Scope of Work

The Work involves pulverizing and shaping an approximate road area of 7,500 m² and paving approximately 8 linear meters on either side of, and between, the two railroad lines.

Scope includes:

• Pulverize existing roadway on First Street / International Boundary Road to a depth of 150 mm.
• Shape and compact pulverized material.
• Supply and apply additional material if existing material is insufficient.
• Pave 8 linear meters on either side of, and between, the two railroad track lines at 50 mm depth.
• Provide all labour, mobilization, equipment, and associated costs, excluding CPKC Rail Safety Flagging fees.

3. Schedule

Tender Closing: Monday, December 1, 2025, at 5:00 p.m. (local time).

Tender Bid Results: January 30, 2025

Substantial Completion: No later than August 30, 2026.

4. Bid Submission Requirements

• Bids received after the closing time will not be accepted.
• The lowest or any bid will not necessarily be accepted.

5. Addenda & Clarifications

• Documents will be available on the Village website (villageofnorthportal.ca/tenders)

• Any changes to the bid documentation will be issued by written addenda, posted to the website, and shall form part of the tender.
• No other amendment is valid. By submitting a tender, bidders will be deemed to have received and considered all addenda.
