REQUEST FOR PROPOSALS
The Town of Smyrna will accept proposals for fireworks display services. Bidders shall
submit sealed quotations in the format specified in the Request for Proposals no later
than 10:00 a.m. January 27, 2026 at which time proposals will be publicly opened and
read aloud. No proposal may be withdrawn after the scheduled closing time for a period
of 90 days. Proposal documents may be obtained at Smyrna Town Hall during regular
business hours or www.townofsmyrna.org. Proposals should be mailed or hand

Verbal quotations or quotations received after the closing date will not be accepted.
The Town of Smyrna reserves the right to reject any and all quotations, to waive
technicalities or informalities and to accept any proposal deemed to be in the best
interest of the Town.

SECTION I - GENERAL INFORMATION
A. The Town of Smyrna desires to accept proposals from qualified vendors for
the design, production and execution of a fireworks display including but not
limited to all personnel, equipment, product, choreography, soundtrack
production, and simulcast coordination.

B. The Town of Smyrna reserves the right to reject any and all quotations, to
waive technicalities or informalities and to accept any proposal deemed to be
in the best interest of the Town. No proposal may be withdrawn after the
scheduled closing time for a period of 90 days.
C. The bidder shall abide by and comply with the true intent of the specifications
and not take advantage of any unintentional error or omission, but shall fully
address the full intent and meaning of each aspect of the specifications.
D. Section III, IV and Required Paperwork shall be completed and included as an
integral part of each bidder’s proposal.
E. The Town is a tax-exempt organization.
F. Mail is delivered after 11:00 a.m. Monday through Friday.
G. The Town of Smyrna, in accordance with Title VI of the Civil Rights Act of 1964
and Title 49, Code of Federal Regulations, hereby notifies all Bidders that it will
affirmatively insure that in any contract entered into pursuant to this advertisement,
minority business enterprises will be afforded full opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of
race, color, creed, sex, handicap or national origin in consideration for an award.
H. Bid quotations must be submitted on the Town's quotation page(s). No exceptions.
I. By submission of this bid, each bidder/proposer and each person signing on
behalf of any bidder certifies, and in the case of a joint bid each party thereto
certifies as to its own organization, under penalty of perjury, that to the best of its
knowledge and belief that each bidder is not on the list created pursuant to
T.C.A. § 12-12-106 Iran Divestment Act. State of TN Debarred Vendors

SECTION II - SPECIFICATIONS FOR FIREWORKS DISPLAY SERVICES
SCOPE OF WORK: The Town of Smyrna seeks to contract with one company to provide
a turnkey pyrotechnic display including all materials, supplies, power generators, labor,
supervision, delivery, clean-up of the launch area, and proper disposal of any spent shells
or debris. The company must fulfill all of the components below, and produce fireworks
display that is of a level of quality as to uphold the reputation that the town's Annual
Independence Day Celebration has built over the years.
GENERAL INFORMATION: The fireworks display shall be held on July 2, 2026 at 9:00
p.m. CST, at Lee Victory Recreation Park, 110 Sam Ridley Parkway East. Future dates
are to be determined.
ALTERNATE DISPLAY DATE: The Town of Smyrna intends to have a complete
performance of fireworks as scheduled on July 2, 2026. July 3rd or the first weather
permitting day will be used as an alternate for inclement weather. Alternate dates for
future years will be determined once show dates are set. Bidders must clearly describe
the conditions or events that would prevent the performance of fireworks display at the
intended scheduled time.
DISPLAY DETAILS:
● The Bidder will provide a professionally developed, electronically fired pyrotechnic
display at the above-specified time and location.
● The Bidder will present a colorful, high-quality display with a clear introduction,
well-paced body, and a dazzling grand finale.
● The Bidder should provide details about any unique or creative features included
in the proposed fireworks display.
● The duration of the display will be 20 minutes. Proposals must indicate the length
of the main show as well as the length of the finale.
● The design of the show must have distinctive opening and closing segments as
creative effects throughout. It must run continuously with minimal black sky (dead
time between shells) and a high-quality finale.
● The show must be choreographed to a pre-selected mix of contemporary and
patriotic songs.
● The choreography of the show, including but not limited to the selection of shells
and music, must include elements that are unique to Tennessee.
● A video or graphic representation of the display and shell selection will be
submitted with the proposal.
● Shell Size:

1. Shells must be no smaller than 3” and no larger than 8” in size, and shall be
approved by the Fire Marshal or designee.
2. A complete list of shells must accompany the proposal. The list must
include name, description of effect, size, and quantity used in the main show
as well as the finale.

Shell Descriptions:
● Ornamental - Specially selected aerial shells are composed of cylindrical and
ball shells to provide a combination of high quantity and quality in a wide variety
of effects.
● Elaborate - More intricate multiple effect and precision shells are composed of
many of the very best imported shells made throughout the world.
● Extravagant - Another variety of cylindrical and spherical shapes, these are
made exclusively in the United States and are the brightest and most vivid colors
available. They are powerful and often break with the size, pattern, and density of
shells twice their size.
● Extraordinary Effect/Multiple Break - this class includes the ultimate in the art
and science of pyrotechnology.
Bidders must submit shells of similar type, style, design to the above
descriptions.
● Firing Technique: The show must be fire electronically; hand fired shows are
prohibited.
● Inclement Weather Protection: The shells must be covered and protected during
inclement weather. Vendor must have the ability to complete the show during
inclement weather if it is deemed permissible by the Fire Marshal or designee.
