SCOPE OF SERVICES:
As part of maintaining the safety and functionality of its infrastructure, the District is seeking the assistance of contractors with expertise in fire suppression system, testing, and inspections. The Contractor shall provide inspection, preventive maintenance and testing services to ensure the proper operation and compliance of fire protection systems within the specified District facilities.
All testing and inspections must comply with the minimum standards of NFPA 13, 14, 25, and 96 and all State of Florida Fire Marshal guidelines. Compliance with Florida Statute § 633 and Florida Administrative Code (“F.A.C.”) 69A-48 is also required. Any deviations may only be made in writing by the Authority Having Jurisdiction (“AHJ”).
The Contractor must be licensed in the State of Florida to perform the following services in accordance with the standards noted below:
Water-Based Fire Protection Systems:
A. Contractor must perform all inspection, testing, and maintenance in accordance with the 2025 edition of National Fire Protection Association (“NFPA”) 25 (or the most current adopted edition), Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems, all Florida Statutory requirements, and Occupational Safety and Health Administration (“OSHA”) standards.
B. Water-Based Fire Protection Systems includes, but is not limited to the fire sprinkler systems, standpipe and hoses systems, private fire service mains, fire pumps, water storage tanks, water spray fixed systems, foam water sprinkler systems, water mist systems, and all common components and/or valves associated with the aforementioned systems.
C. Inspection, testing, and maintenance performed must be limited to quarterly, semi-annual, and annually as defined in NFPA 25.
D. The proposal shall include a cost schedule for common maintenance items.
E. Lubrication of valves must be included at no additional cost.
Backflow Prevention Devices:
A. Inspect and test backflow prevention assemblies to confirm proper operation and isolation.
B. Record test results as required by local water authority or jurisdiction.
C. Provide documentation/certification of each backflow test per municipal guidelines.
D. Perform maintenance in accordance with manufacturer’s recommendations.
E. Perform minor repairs upon approval of the District found during the performance of preventative maintenance.
Pre-Engineered Fire Protection Systems:
A. Contractor must perform all inspections, testing, and maintenance in accordance with the manufacturer’s installation and maintenance manuals, and the currently adopted edition(s) of:
• NFPA 13, Standard for the Installation of Sprinkler Systems
• NFPA 17, Standard for Dry Chemical Extinguishing Systems
• NFPA 17A, Standard for Wet Chemical Extinguishing Systems
• NFPA 96, Standard for Ventilation Control and Fire Protection of Commercial Cooking Operations
The Contractor must meet the following qualifications/certifications:
State of Florida Fire Marshal License Fire Protection System Contractor II
NICET Certification (Level II or higher) in Inspection and Testing of Water-Based Systems for technicians conducting inspections in accordance with NFPA 25. Contractor must submit a personnel list, along with certification documentation for each technician performing maintenance, inspection, and/or testing.
OSHA 10 and OSHA 30 certifications for all field personnel working at District facilities. Contractor must submit documentation for each employee (OSHA 10) and each supervisor (OSHA 30) certifications who will come onsite to perform work.

All inspection personnel must have a minimum of three (3) years of experience in inspecting and testing fire protection systems.
