REQUEST FOR PROPOSAL (RFP) – VOY – FH – 001-2026

1. Introduction

The Village of Young and the Rural Municipality of Morris No. 312 invite qualified contractors, design-build teams, and suppliers to submit proposals for the design and construction of a new Fire Storage Garage. This joint venture project aims to deliver a cost-effective, durable, and operationally efficient facility to support regional fire protection services.

The project proponents are open to collaborative approaches and strongly encourage the inclusion of local trades and suppliers. Solutions that demonstrate cost efficiency without compromising quality or functionality will be prioritized.

2. Project Overview

The scope of work includes the design, supply, and construction of a fire storage garage with the following minimum specifications:

Building Size: 60 ft (width) x 40 ft (depth)
Wall Height: 18 ft clear height
Preferred Structure Type:

Pre-engineered steel building systems, and/or
Prefabricated building packages

Proponents are encouraged to propose pre-engineered or modular solutions that reduce construction time and overall project cost while meeting all functional and code requirements.

3. Proposed Site Location

Address: 102 Main Street
Legal Description: Lots 1–2, Block 6, Plan AB887
Site Dimensions: 15.24 m x 39.62 m

The site includes existing servicing connections:

Water
Sewer
Power
Gas

Proponents should verify site conditions and clearly outline any assumptions regarding existing infrastructure, upgrades, or tie-ins required.

4. Functional Requirements
Apparatus Bays

Minimum of three (3) apparatus bay doors
Each door to have a minimum clear height of 14 ft
Adequate interior clearance and maneuverability for fire apparatus
Floor drains in each bay

Water Fill Station

Dedicated fire truck water fill station
Designed for efficient, high-volume filling
Freeze protection and drainage required

Firefighter Facilities

Locker/stall area for up to 15 firefighters

Storage for turnout gear and equipment
Ventilation and drying considerations recommended

Washroom & Decontamination Area

Accessible washroom compliant with applicable codes
Integrated decontamination/shower area

Mezzanine Level

Preference for inclusion of a mezzanine level

Suitable for storage, training, or office use
Proponents to specify structural capacity and access

5. Building Systems & Architectural Requirements

Access Doors:

Minimum of two (2) man doors

Windows:

No main floor windows (mezzanine-level windows may be proposed
