Summary

The Village of Schaumburg, IL is seeking an innovative fire service consulting firm with experience in proposing long-range solutions for fire station facilities. The Village would like to establish a contract through competitive negotiation for consulting services to assist in effectively assessing the current and future needs relating to new or modified fire stations through a Fire Station Location and Space Analysis. The purpose of this feasibility study is to assess renovation and building addition options. Formal design, permitting, and engineering of any improvements/modifications are not included in this scope of work.

The Village of Schaumburg, IL will accept proposals via the Village's e-Procurement Portal, OpenGov https://procurement.opengov.com/portal/villageofschaumburg for 2025-RFP-036 , Fire Station Location and Space Analysis to be received no later than Friday, June 20, 2025 , 1:00 pm . Proposals submitted after the specified time will not be accepted.

Background

Schaumburg is the largest center of economic development in the State of Illinois, outside the City of Chicago. In addition to the 9.5 million square feet of retail and restaurant space, the village has over 12 million square feet of office space and 13.5 million square feet of industrial space.

With a daytime population of 150,000, thousands of businesses, 30 hotels, over 200 restaurants, highly educated workforce, superb location and high quality of life, Schaumburg is 'The Place for Business’.

The Village of Schaumburg is currently experiencing a great deal of growth in the residential and entertainment industries in two major locations within the corporate limits. Additionally, the relocation of the Police Headquarters is planned to be completed by the end of 2028 calendar year, resulting in the station being located in a different response district. These changes are expected to impact fire department services over the long term, hence the need for a thorough study of resource allocation and station location evaluation.

The Fire Department is a full service agency providing fire suppression, emergency medical services treatment and transport, hazardous materials mitigation, underwater rescue and recovery, high angle, structural collapse and below grade rescue. Additionally, the department is responsible for fire prevention services which include compliance and enforcement, public education, and community risk reduction. The Fire Department provides services to the municipal boundaries of the Village of Schaumburg from five fire stations. During calendar year 2024, the fire department responded to over 11,000 incidents. The Department's minimum daily staffing is twenty eight (28) full-time personnel which staff four (4) engines, four (4) Advanced Life Support ambulances, two (2) aerial apparatus, one (1) heavy rescue squad, and one (1) battalion chief. Shift rotations are 24 hours on and 48 hours off. Additionally, headquarters is home to the fire chief, two deputy chiefs, 8 civilian support staff which includes the fire marshal, EMS coordinator, training analyst, EMA/Accreditation manager, administrative assistants, and fire inspectors. Lastly, three part time employees (two fire inspectors and one public education coordinator) utilize space at headquarters.
