A vendor equipment demonstration will be held on Saturday, March 14, 2026, from 7:00 a.m.
– 4:00 p.m. at Loudoun County Fire and Rescue Wellness Center at 751 Miller Drive,
Leesburg, VA 20175 for review and information gathering of self-contained breathing
apparatus (SCBA) and accessories. Please email the Contracting Officer listed below to
RSVP by February 13, 2026. Attendees are required to bring SCBA and accessories as
identified in this Request for Information, for review.

AND ACCESSORIES - REISSUE
1.0 PURPOSE
The intent of this Request for Information (RFI) is solely for information and
planning purposes. The County of Loudoun, Virginia (County), on behalf of the
Department of Fire and Rescue (LCFR), is seeking information from interested
respondents on their existing product line of SCBA and accessories.
This RFI and the information submitted by the interested respondents will not be
binding but will be essential in assisting the County in defining the specifications
for a future order of SCBA and accessories.
This is not an Invitation for Bid (IFB) or a Request for Proposal (RFP). No contracts
will result from the submission of the data; therefore, no contractual language is
contained herein nor is it required in the RFI response. This request for information
does not commit the County to contract for any supply or service whatsoever.
Further, the County is not at this time seeking proposals and will not accept
unsolicited proposals. Furthermore, those who respond to this RFI should not
anticipate feedback with regard to their submission. The County will not pay any
cost incurred in response to this RFI. All costs associated with responding to this
RFI will be solely at the responding party's expense. The information provided in
this RFI is subject to change and is not binding on the County.
The information obtained as a result of this RFI may influence future purchases.
2.0 BACKGROUND
The Loudoun County Fire and Rescue Department has implemented a SCBA
Selection Committee (Committee) to review the current National Fire Protection
Association (NFPA) 1970 compliant SCBA and to research new SCBA
technologies and advances. The Systemwide Fire Chief has charged the
Committee to research NFPA 1981 compliant SCBA that will afford personnel
protection through all hazards as well as enable better communication, comfort,
and incident scene accountability.
3.0 STATEMENT OF NEEDS
The County is seeking information from interested respondents for the current
(2025) NFPA 1970 compliant SCBA and accessories that include, but not limited
to, Supplied Air Breathing Apparatus (SABA) Systems and Rapid Intervention
Team (RIT) Kits. The respondent must be either the manufacturer or an authorized
distributor of the manufacturer.
4.0 RESPONSE REQUIREMENTS
The Respondent shall provide the following:

4.1 Specifications for the SCBA which demonstrate that the pack meets the
requirements of the current NFPA 1970: Standard on Protective Ensembles
for Structural and Proximity Firefighting, Work Apparel, Open-Circuit Self-
Contained Breathing Apparatus (SCBA) for Emergency Services, and
Personal Alert Safety Systems (PASS).
4.2 Confirm participation in the SCBA demonstration day by the date and time
stated on the cover of this RFI.
A. SCBA Demonstration Day
1. Participation Criteria
The Respondent’s participation in the SCBA Demonstration
must attend on the day listed on the cover of this RFI.
Respondents will be allotted approximately 45 minutes to
demonstrate the features of their SCBA which may better
assist and educate the Committee in understanding the
components, materials, technology, and ergonomic features
available. The County will provide the demonstration day
schedule and instructions at least one (1) week prior to the
demonstration day. The SCBA presented on demonstration
day must meet the following minimum requirements:
a. Fully compliant with the current standard of NFPA
1970; and
b. Integrated voice communication with interface
capability specific to the Motorola APX Next XE radios.
2. Scripted events to occur on Demonstration Day:
a. Voice clarity and radio communication (three-part
evolution);
b. Downed Firefighter Rescue;
c. Modified work performance review (WPR); and
d. Cleaning and decontamination per manufacturer
instructions.
3. Representatives from the Fire and Rescue Department and
the Fire Marshal’s Office will be in attendance, along with
members from Procurement.
4. During the demonstration event, representatives from the Fire
and Rescue radio shop will be present to assist with Bluetooth
communication system connectivity and the Motorola APX
Next XE radios.
5. Respondents are encouraged to present the full functionality
of their SCBA units, including any technology and accessories
that could be integrated into the SCBA, such as thermal

imagers and accountability system features, although the
latter does not need to be installed for the demonstration day.
6. Three (3) County-certified SCBA technicians, including the
Respiratory Protection Manager, will also be on site to assist
with any repairs or adjustments within their capabilities.
7. In developing the demonstration schedule, the County will
make reasonable efforts to accommodate travel constraints to
Respondents traveling from outside of the region. The
Demonstration Day’s tentative schedule is below:
a. Schedule:
0700: Welcome and Kickoff Briefing
o Overview of project goals, safety procedures, and
evaluation process
o Instructions for completing feedback forms
0730–1145: Vendor Presentations
o Each vendor receives 45 minutes to present
o 15-minute transitions between vendors
o Presentations must include:
• Facepiece, harness, and cylinder features
• Air delivery systems
• Cleaning and maintenance process
• Accessory systems:
• RIT Packs
• Confined Space Escape Packs
• Communications solutions
• Any other optional features
1115–1330: Lunch & Hands-On Evaluation for Non-
Committee Personnel
o All operational personnel welcome to try SCBA in a
controlled setting
o Vendor booths available for product inspection and
technical Q&A
o Committee members may revisit any unit or ask
additional questions
1330–1600: Committee-Only Live Evolutions
o Conducted in full PPE and on air
o Evolutions include:
• Voice Clarity & Radio Communication (with
background noise and PASS activation)
• Downed Firefighter Rescue
• Modified Work Performance Review (WPR)
• Cleaning & Decontamination, following each
vendor’s instructions.
