REQUEST FOR PROPOSALS (RFP)
Fire Protection Services, Inspection, and Monitoring RFP
Proposals Due by 2:00 p.m. (Pacific Time), Tuesday, December 9, 2025
Notice is hereby given that the City of Albany (“City”) is requesting proposals for fire alarm
services for the City of Albany. Qualified contractors must provide service, inspection, testing,
and monitoring at four locations inclusive of four buildings, Stations 11, 12, 13, and 14, for a
term of five years.
The scope of services includes:
• Annual inspection, testing, and maintenance of fire alarm systems; fire suppression
system(s) (fire sprinklers); and of backflow and forward flow devices.
• Monitoring of the fire alarm system.
• Service all systems as needed.
• Inspections must be NFPA 25 compliance with the fire systems.
A Mandatory Preproposal Site Visit will be held, beginning at Fire Station 11, 611 Lyons Street
SE, Albany, Oregon, on Monday, November 17, 2025, from 1:00 p.m. to 3:00 p.m., or longer
if needed. Contractors will be required to continue the meeting at Stations 12 and 13, located at
120 34th Avenue SE, and 1980 Three Lakes Road SE, respectively. The meetings will provide
Contractors with an opportunity to ask questions, review the solicitation and service
requirements, and participate in a walk-through of the various site locations. Contractors or their
representative must sign in on the attendance sheet.
Solicitation documents may be downloaded from the City of Albany website at
https://albanyoregon.gov/bids, or examined at Albany City Hall, Finance Department, 333
Broadalbin Street SW, Albany, OR 97321, Monday through Friday, 8:00 a.m. to 5:00 p.m. There is
a $35 charge to receive a printed copy of the documents.
It is imperative that those who download the solicitation documents check the website regularly
for addenda, clarifications, and other notifications that may be pertinent. Proposers are solely
responsible for checking the website to determine if addenda or clarifications have been issued.

Time is of the essence to acquire a qualified contractor to provide the required inspections and
maintenance within the prescribed timeline. Proposal responses shall be submitted electronically
to Diane Murzynski, in the Finance Department, at procurement@albanyoregon.gov, and must
be received not later than 2:00 p.m., (Pacific Time), Tuesday, December 9, 2025, or any
extension of the time made by addendum. Submittals will be considered time-stamped and
received by the City when received in the procurement email inbox. The email subject line should
include the project name “RFP#251118, Fire Protection Services, Inspection, and Monitoring
RFP”. Proposals received after the closing date and time will not be opened or reviewed. There
will be no formal opening. Proposals shall be valid for 120 days after opening unless otherwise
specified.
The City may reject any proposal not in compliance with all prescribed solicitation procedures
and requirements and other applicable law and may reject any or all proposals in whole or in part
when the cancellation or rejection is in the best interest of the City, and at no cost to the City.
