4 SPECIFICATIONS
The City of Hot Springs, Arkansas, on behalf of the Utilities Department is accepting bids to purchase fire hydrants
and kits used by the Water Distribution Division as a term contract (TC). The following specifications describe the
minimum requirements.
The equipment shall be of a new, current design production model and available to the commercial market. The bid
shall include one (1) copy of the manufacturer's published specification and warranty. The City reserves the right to
review the manufacturer's specifications and choose the unit deemed to be in the City's best interest. The
equipment shall comply with all state and federal safety requirements. Any deviations to these specifications shall
be explained.
Fire Hydrants shall be of standard manufacture and conform to AWWA C502. Hydrants shall be designed to
be disassembled for maintenance without excavation. The barrel and operating mechanism shall be designed so
that the main valve will remain closed in the event of an accident, damage, or breaking. Hydrants must have 5-1/4”
valve opening and three-way (4-1/2” and 2-1/2”) openings.
The following models are approved based on the City Ordinance 6331 or approved equivalent, because of
requirements for spare parts and the need to standardize the hydrants:

All bid prices shall be by each, and include any and all freight charges, demurrage, fuel surcharges, or special
handling charges. All products shall be shipped F.O.B. freight prepaid to our facilities. Orders will be on as needed
basis and will be accompanied by a City Purchase Order.
The City of Hot Springs reserves the right to award the sections that are within the budget available. The contract
will be for one (1) year with five (5) twelve (12) month terms, subject to annual budget approval by the Hot Springs
Board of Directors. Contract will automatically renew annually unless either party supplies thirty (30) day written
Notice of Cancellation. Any escalation in price shall be subject to paragraph 29 of the Terms and Conditions of
Bidding. City reserves the right to accept or decline any and all price increases.

Certificates for coverages and items below shall be submitted by the Bidder with the bid forms. If nothing listed
below, no insurance requirements apply.

9 Business License
Bidders shall provide the company's Business License information, including the City, State, and Business License
Number. The successful Bidder may be required to obtain a City of Hot Springs business license. For business
services within the City of Hot Springs, the City will honor business licenses from cities within the State of Arkansas.

3 DEFINITIONS
SMALL BUSINESS CONCERN: As defined pursuant to Section 3 of the Small Business Act and in relevant

LABOR SURPLUS AREA CONCERN: As identified by the Department of Labor, Contractor is in a "Persistent or
substantial labor surplus area" 8(a).
CONTRACTOR: Section 8(a) of the Small Business Act establishes a program which authorizes the Small Business
Administration (SBA) to enter into all types of contracts with other agencies and let subcontracts for performing
those contracts to firms eligible for program participation. SBA's Sub-Contractors are referred to as "8(a)
