Flagler County is seeking qualified firms to support the development and implementation of a Fire Protection Services Municipal Service Benefit Unit (MSBU). The MSBU will encompass all unincorporated areas of the County, as well as the incorporated municipalities of Beverly Beach, Bunnell, and Marineland. The purpose of this initiative is to provide a sustainable funding mechanism for capital improvements and operational costs associated with delivering fire protection services.
Current Fire Protection Services Overview
Fire protection and emergency medical services in Flagler County are provided by the Flagler County Fire Rescue Department (FCFR). The department is currently staffed by 108 career firefighters and 11 administrative personnel.
FCFR operates out of 11 fire rescue facilities. Of these, five are owned and operated by the municipalities of Palm Coast and Flagler Beach. From these municipal facilities, FCFR operates five rescue units that are staffed by County personnel. The remaining six facilities are located in unincorporated areas of the County. Five of these are staffed by career firefighter/paramedics, while two are staffed by volunteer firefighters.
Emergency Medical Services (EMS)
Advanced Life Support (ALS) services are provided at all FCFR stations. The department operates nine ALS-capable rescue units, and all fire engines are licensed for ALS. Each engine is staffed with personnel who are certified as paramedics, ensuring a consistent and high level of emergency medical care across the County.
Mutual Aid and ISO Rating
FCFR maintains automatic mutual aid agreements with both the City of Palm Coast and the City of Flagler Beach to ensure seamless regional response capabilities. Flagler County currently holds an Insurance Services Office (ISO) fire protection rating of 3/3X, reflecting the County’s strong commitment to maintaining high standards in fire protection and emergency response.
Project Objective
The selected proposer will assist the County in evaluating service delivery models, cost allocation methodologies, and the creation of an equitable and legally defensible fire assessment methodology as part of establishing the MSBU.
