BIDDING SPECIFICATIONS
for
RIGHT OF WAY / US 169 CLOVERS – FINISH MOWING
Bid Requirements-
• Any contractor wishing to bid the ROW/HWY Clovers Finish Mowing must contact the Public Works
Department- Shane Wells 918-272-4959 to meet for a site visit prior to bidding.
• Bids will be received until 10:00 A.M. on Friday, February 27, 2026.
• Bids received in person or by email should be clearly marked “Right of Way/HWY Clovers Finish
Mowing” on the outside of the envelope or subject line and delivered to Krystal Amberg at
kamberg@cityofowasso.com or delivered to 200 South Main Street, Owasso, Oklahoma 74055, Attn:
Public Works Division.
• The City reserves the right to reject any bids. All bids will be considered irrevocable offers under
conditions specific for a period of thirty (30) calendar days from the bid submittal deadline.
• Liability insurance is required. The contractor will need to provide the City of Owasso with a copy of
their Certificate of Insurance showing the amount of coverage and the term of the policy. The
minimum amount of coverage is One Million Dollars.
• Any contractor wishing to bid shall submit a minimum of 3 references with the bid submittal.
Mowing Specifications-
1. Mow the entire designated area(s) with a riding lawn mower or hand mower with turf tires; “Brush
Hog” type mower shall not be used. No bar tread tires shall be used. All grass should be cut 2 inches
in height, (no turf will be scalped). There shall be no mowing when there is significant moisture to
cause the ejected grass clipping to clump, or ruts to be made on surface. (NO MOWING OF ANY
PROPERTY SHALL BE PERFORMED ON OZONE ALERT DAYS)
2. Awarded contract crews will be responsible for trimming and edging (where applicable) at all
ditches, steep hills and slopes; around all trees, light poles, fences, curbs, structures and
sidewalks. All center island tree areas shall be kept free of vegetation and litter. Litter must be picked
up prior to mowing. Accidental mowing of trash must be picked up. All grass clippings will be blown
off of roadways and sidewalks. Clippings shall be blown back into vegetation areas for continued
nutrients. Grass shall not be blown into roadways, storm drains, or drainage areas.
3. The City is requiring the Right of Way Finish Mowing to be mowed once every 7 (seven) days up to
26 times per growing season.
4. The mowing will begin April 13, 2026 and continue through October 2, 2026. Additional mowing may
be required after October 2, 2026, depending upon the actual growing season, and will be at the
sole discretion of the City.
5. When mowing is postponed due to weather conditions or Ozone Alert days, the contractor must
mow the following business day.
6. Mowing shall not be done prior to 7:00 am or after 7:00 pm.
7. After each mowing, contractor must call (918) 272‐4959 immediately to report that mowing has been
completed for inspection. All work must be called in or payment may be delayed for the mowing
period.
8. Invoices must be turned in by the last day of each month for that month’s work in order to receive
payment following the second City Council meeting of the next month.
9. Contractors awarded bids for the 2026 growing season, shall be given the option of mowing the
same property during the 2027, 2028, and 2029 mowing seasons at the 2026 bid price should the City
decide to continue to contract out the mowing for those years. If that should occur, contractors will
be contacted by the City prior to January 15 each year and will be required to execute a new
contract for that mowing season. This will be done prior to issuing extension documents.
