Background
Wicomico Partnership for Families and Children (WPFC), at the direction of the Wicomico Local
Management Board (LMB), identifies priorities and targets resources for the local community. The
primary focus is to increase local authority to plan, implement, and monitor children and family
services. We serve as the coordinator of collaboration for child and family services. We bring
together local child serving agencies, local child providers, clients of services, families, and other
community representatives to empower local stakeholders in addressing the needs of and setting
priorities for our community. As an important tool in meeting these goals, this solicitation seeks an
organization or organizations which provide programming that will financial literacy education to
students in Wicomico County that are living in poverty.
Purpose
WPFC, with funding from the Governor’s Office of Crime Prevention, Youth, and Victim Services, has
allocated funding for a Financial Literacy Program. The Financial Literacy will help prepare students to
effectively participate in the economy, build wealth, and attain their goals. WCPC utilizes the Request
for Proposal (RFP), a competitive bid process, to select services providers for the delivery of programs.
The purpose of this RFP is to identify service providers for our Financial Literacy strategy. This RFP will
provide guidance for the development and submission of proposals for these funds.
Eligible applicants
The financial condition of each bidder will be assessed, including financial solvency, fiscal capacity,
and evaluation of prior audits or financial reviews.
The following legal entities are eligible to submit a proposal:
Government agencies
Private non-profit organizations
Private for-profit businesses
Educational Entities
Further, bidders must comply with the laws regarding conducting business in the State of
Maryland and shall provide a “Certificate of Status” from the Maryland Department of Assessments
and
Taxation, evidencing that the business entity is in “good standing” with the State of Maryland.1
An organization will not be considered if:
It has been debarred, suspended, or otherwise excluded from or ineligible to apply for
Federal, State, or Local funds.

At the discretion of WPFC, the LMB, or Wicomico County Government if there is good and just
cause.
Availability of funds
The estimated total amount available to award for this program strategy is $40,000. WPFC may select
more than one provider for award under this solicitation. Selected bidders may be required to submit
programmatic, financial, or other revisions to their proposals as a result of negotiations prior to
award. Funding for contracts as a result of this process shall be contingent upon State authorization
for program activities and funding and is subject to amendment or termination due to lack of funds or
authorization.
Selected service providers will be engaged to provide services for the period of November 15, 2023 -
June 30, 2024. However, WPFC reserves the right to negotiate two separate one-year extensions. The
minimum basis for such extension will be satisfactory performance for the review period. WPFC
reserves the right, at its sole discretion, to specify the review period.
PROGRAM SOLICITATION
Target Population
Applicants will propose programming that serves not fewer than 100 youth and young adults who are
middle school and or high school aged youth who are living in poverty.
Programmatic requirements
WPFC desires to support the long-term success of youth who are living in poverty by 1) identifying
middle school and high school aged youth in Wicomico County who are living in poverty, 2) providing
access to financial literacy education programs and 3) ensuring proper resources are being received.
WPFC believes that providing financial literacy education for youth will help them to make sound
financial decisions and improve the quality of their lives and ultimately help to reduce the poverty
level in Wicomico County.
Applicants will propose a program model/design that addresses the needs of the target population.
Required elements are:
1. Collaboration with community partners and established linkages to education, workforce
development, and other resources to meet immediate and long-term needs. Providers will
either directly or through referrals:
a. facilitate financial literacy education to middle school and or high school aged youth
who are living in poverty;
b. provide linkages to other community programs that support financial literacy
education.
2. Peer input in program design and implementation.
3. Utilization of promising practices, best practices and/or evidence-based practices
demonstrating that the strategy has verifiable outcomes. Approved evidence-based
programs that can be implemented are as follows: Banking On Our Future, Credit-Wise Cats,
Financial Fitness for Life, Financing Your Future, JA Economics, JA Economics for Success, JA
Financial Park, JA Financial Park Advanced, JA Business Town, JA Inspire, JA Global

Marketplace, JA It’s My Business, Learning, Earning, and Investing, Money Savvy Kids, and
Money Talks: Should I be Listening. (This list is not intended to exclude other financial literacy
programs, should an applicant wish to implement a different program not included in this list,
the applicant must demonstrate the program is evidence based).
4. Incorporation of intentional efforts to address racial and ethnic disparities.
5. Incorporation of intentional efforts to reduce Adverse Childhood Experiences and increase
Trauma-Informed Practices.
The provider must deliver services in person, including providing a safe and stable environment. The
service delivery model must demonstrate an ability to interact with participants meaningfully in
places and in ways that retain engagement.
Performance requirements
Administrative
Providers are subject to the following administrative requirements for the project:
a. Financial reports are due monthly;
b. Performance reports are due quarterly;
c. WPFC staff will conduct site visits at least quarterly;
d. WPFC will host required vendor meetings monthly;
e. Modifications to budgets, expenses, or programming cannot be made without written
approval.
Appropriate technical assistance will be provided.
Indicators
The Governor’s Office of Crime Prevention, Youth, and Victim Services and WPFC utilize the
Results-Based Accountability (RBA) model to measure program effectiveness. Detailed
information about RBA is available through Clear Impact at

program, the following data will be collected and evaluated:

Number of students referred to the program
Number of students who participate in the program
How Well
Number/percent of students report that they understood the program instruction
Number/percent of students who report they were satisfied with the program
instruction
Better Off
Number/percent of students who report a better understanding of financial literacy
principles (ie. manage money, make informed financial decisions)
Number/percent of students who demonstrate a better score from pre-program to post-
program survey questions
