Overview



Summary

The City of New Haven is seeking bids from Licensed Environmental Professionals to complete Phase III site investigation in order to prepare the final Remedial Action Plan (RAP) for the remediation of 0 Gibbs Street (the “Property”). The City plans to complete remediation of the Property in order for it to be used as a public park. The City has received a grant of $250,000 from the Connecticut Department of Economic and Community Development (DECD), a portion of which will fund the scope of work described here, with the balance devoted to beginning remediation of the Property.



Background

0 Gibbs Street : The Property has not been meaningfully utilized since the 1960s. Soil and groundwater at the Property are contaminated with petroleum constituents and metals due to the historical use of the Property as a commercial cement mixing plant with multiple petroleum aboveground storage tanks (ASTs) and underground storage tanks (USTs). Some impacts are also attributed to polluted urban fill material, which was likely placed on the Property during its development for commercial use.

Based on a review of available historic records and other information obtained during completion of a March 2021 Phase I Environmental Site Assessment, the Property consisted of a presumably vacant lot in 1886 and was developed with two (2) residential dwellings by 1901, which were located on the west-central portion of the Property. By 1923, the dwellings were removed from the Property and Gibbs Street was constructed through the central portion of the property. Sometime between 1921 and 1934, multiple structures were constructed on the Site, which included, but was not limited to, one (1) large above ground storage tank (AST) in the northern portion of the Property. By 1941, the Property was depicted as a cement mixing plant owned by C.W. Blakeslee & Sons and a large iron AST was depicted in the northern portion of the Property (the same AST as previously noted). In addition, a storage building, an office building, and a gasoline underground storage tank (UST) were depicted in the central portion of the Property. A concrete mixer and bins with conveyor belt were also depicted in the southcentral portion of the Property. A railroad siding/spur was depicted along the eastern boundary of the Property. By 1963, the Property was depicted as vacant and by 1966, the Property was utilized as a parking lot. The Property has been utilized for parking and/or the storage of equipment by the City since the 1960s.
