2026 Fiber Seal Coat Project

Project Description: Sealed proposals will be received online for 2026 Fibermat via the PennBid Program
(www.pennbid.net) by Heidelberg Township, York County, Pennsylvania until 11:00 AM
(Prevailing Time) Monday May 11, 2026, for the following:
MS 944:
Provide all necessary equipment, labor, and install of approximately 9,856 square yards of
Fibermat. Contractor to furnish and placement of bituminous fiber reinforced seal coat as
per PennDOT Pub 447. Section MS-0350-0018 two weeks prior to start date submit a seal
coat design for PennDOT’s review.
Please contact Township Representative prior to bidding for exact work location.
The bids will be publicly opened and read electronically, via PennBid’s website, at 11:00 AM
(prevailing time), same date. Bid results will be available end of business day, same date.
Copies of Bidding Documents for the 2026 Tar & Chip (MS-944) project are available online
and at no cost via the PennBid Program at www.pennbid.net.
The successful bidder, when awarded a contract, shall furnish Performance and Payment
Bonds (with suitable surety and accompanying POA) in the amount of 100% of the Contract
amount, as specified in the Contract.
Notice is hereby given to bidders that the contract is subject to the provisions of the
Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442, P.L 987), as
amended.
Heidelberg Township anticipates making an award of contract to the lowest responsive,
responsible bidder at its June 3, 2026 meeting at 6:00 p.m., located at 1199 Porters Rd.,
Spring Grove, PA 17362. Heidelberg Township reserves the right to reject any or all
proposals; to waive immaterial defects, errors, omissions, irregularities, or informalities;
and to make an award in the best interest of the Township.
