Request for Information (RFI) for
Naval Air Warfare Center Training Systems Division (NAWCTSD) Fiber Install
This RFI is issued for information and planning purposes only and does not constitute an offer by the Government to fund, as a whole or in part, the opportunities referenced herein. This RFI does not represent a pre-solicitation synopsis or a solicitation and does not constitute a request for proposal or request for quote. The Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Any response received will not be used as a proposal or quote. The responses to this RFI will be reviewed by the Government and may be used to develop requirements for future needs. Additionally, all submissions become government property and will not be returned. No basis for claim against the Government shall arise as a result from a response to this RFI.
PURPOSE: The purpose of this RFI is to obtain information for the purposes of market research which may inform future requirements and contract efforts for fiber installation.
SUMMARY: NAWCTSD is requesting papers providing possible services available for all or part of the requirements discussed below.
The contractor shall furnish all labor, supervision, tools, materials, equipment, transportation, and services required to install, terminate, and test fiber optic cabling between the two buildings at approximately 5000ft.
The work shall include, but is not limited to:
- Permitting with local authorities or utility agencies and verification with property owners
- Contacting 811 services
- Trenching or utilization of existing conduit pathways
- Installation of fiber optic cable (144 strand of single mode fiber)
- Termination and labeling at each end
- Testing and certification of all fiber strands
- Documentation of as-built diagrams and test results
REQUEST: Interested parties are requested to provide paper responses that outline possible services, capabilities, and critical cost/schedule drivers related to the installation of the fiber.
The cover page of the responses shall include the company name; GSA Contract Number, if any; DUNS number or CAGE code; address; point of contract including phone number and email address. There is no specific format for the paper responses, but they shall be limited to no greater than 10 pages and highlight the capabilities to address the questions below and any other pertinent information relating to the market.
Given the information above, answer the following questions:
- What is your fiber path for this installation?
- What materials will be used for the installation?
- When is the soonest you can begin the project?
- What is the estimated time once started that you would need to complete the project?
- What information would you need to know in a solicitation?
- Will you need subcontractors to perform portions of the installation?
- How will you test the fiber to ensure it is good for use?
PRIVACY: Submissions responding to the questions in this RFI may be made public. Please do not include any confidential, proprietary, or sensitive information that you do not wish to be made public. Information made public will not include names and contact information of individuals or entities. Submissions are subject to the Freedom of Information Act (FOIA).
RESPONSES: The response shall be due no later than 5:00 PM Eastern Standard Time (EST) on Wednesday November 12, 2025. Responses or requests for more information from the government shall be e-mailed to Tracy Tolley (tracy.r.tolley.civ@us.navy.mil) and Stephen Wagner (stephen.c.wagner10.civ@us.navy.mil).
The Government may contact respondents regarding their submissions, such as to ask questions, or to learn more about the market.
