Background

City of Pasadena

Pasadena is an ethnically diverse community that is home to approximately 137,122 people making it the 183rd-largest city in the United States. Pasadena is the ninth-largest city in Los Angeles County . It is one of the primary cultural centers of the San Gabriel Valley . The City covers approximately 22.5 square miles, with an average of ten residents per acre. The median age of its residents is approximately 36.9 years. There are over 100,000 jobs in a wide variety of industries in the City of Pasadena.

Fiber Network Background

Beginning in 1998, the City has made significant investments in developing fiber networks to meet City business requirements.

  • In 1999, the City of Pasadena Departments of Water & Power and Information Technology completed construction of a 25-mile City Fiber Network, of which 20 miles were underground and installed within the City’s power distribution conduit system and five miles were aerial. A majority of the fiber in the backbone was leased to a telecommunications carrier in 1999 to support local competition and pay for network deployment. The City has leased small amounts of dark fiber to local entities as well.
  • Since then, the City has also installed a number of shorter fiber runs linking City and other facilities to the backbone.
  • Since 2000, the City of Pasadena’s Department of Transportation (DOT) also has constructed a fiber optic network to facilitate traffic signal management and other advanced traffic management systems (DOT Fiber Network). Twenty-three and a half miles of the network are underground, primarily under City sidewalks, and one mile is aerial. There are several locations where the City and DOT networks connect.
  • In 2015, the City kicked off a fiber expansion program, tripling the capacity in the core backbone and extending fiber to new areas of Pasadena.
  • City fiber uses include:
    • internal data network and Internet connectivity
    • voice services to City facilities
    • public safety radio system backhaul
    • power utility management and monitoring
    • traffic signal controller and CCTV links, etc.
    • transport of public, educational and government (PEG) programming
    • leases of dark fiber and provision of fiber transport services to local institutional and business customers

The City was rewarded a HUD CPF Grant with the objective of expanding broadband services.
