Background:
Family Health International (FHI 360), founded in 1971, is a non-governmental, non-profit organization
headquartered in Durham, North Carolina (USA) and governed by a Board of Directors. FHI 360 has regional
offices in Asia (Bangkok, Thailand) and Africa (Pretoria, South Africa) and more than 50 country offices to
implement its programs. The Asia Pacific Regional Office (APRO) is located at 130-132, 19th floor, Tower 3,
Sindhorn Building, Wireless Road, Lumpini, Pathumwan, Bangkok 10330, Thailand.
Purpose:
FHI 360 is seeking a service provider to facilitate work permit and visa for our expatriate employees and
dependents in Thailand. FHI 360 has registered as international non-profit organization in Thailand as regional
office under PVR 7 (อชภ 7). There are 4 expatriates, 3 spouse, 3 Children under student visa. They hold
passports from the United States, Canada, Indonesia, and France.

Submission Requirements:
1. Company Profile with years of experience (not more than 1 page)
2. Clearly list any taxes or other indirect costs as separate line items in your quote.
3. Guarantee the quotations for at least 30 days.
Criteria for Evaluation:
Experience/Technical approach: 30 points
Experienced Staffing: 20 points
Budget: 50 points
Contract Mechanism:
A Master Service Agreement (MSA) may be awarded in local currency to the responsive vendor whose quote will
be evaluated as most advantageous to FHI 360 (lowest price, technically acceptable offer).
Payment terms: Payment will be made in full upon the delivery of services and FHI 360’s acceptance.
Response:
Any questions or requests for clarification need to be submitted in writing (via email) to email to
procurementth@fhi360.org before November 19, 2025, 5:00 P.M. Bangkok time. Inquiries and answers to
inquiries will be shared with all applicants. No telephone inquiries will be answered.
Responses to this RFQ should be submitted by email to procurementth@fhi360.org by November 14,2025 at
5:00 P.M. Bangkok time. Any quotes received after this date and time may not be accepted and shall be
considered non-responsive.
NOTE:
1. FHI 360 will not compensate vendors for the preparation of their response to this RFQ.
2. Issuing this RFQ is not a guarantee that FHI 360 will award a MSA.
3. FHI 360 reserves the right to issue an MSA based on the initial evaluation of offers without discussion.
4. FHI 360 may choose to award an MSA for part of the activities in the RFQ.
5. FHI 360 may choose to award an MSA to more than one vendor for specific parts of the activities in the
RFQ.
6. FHI 360 may request from short-listed vendors a second or third round of either oral presentation or written
response to a more specific and detailed scope of work that is based on a general scope of work in the
original RFQ.
7. FHI 360 has the right to rescind an RFQ or rescind an award prior to the signing of an MSA due to any
unforeseen changes in the direction of FHI 360's client (the US Government), be it funding or programmatic.
8. FHI 360 reserves the right to waive any deviations by vendors from the requirements of this solicitation that
in FHI 360's opinion are considered not to be material defects.
